The Harry Potter movies are a little inconsistent when it comes to performing magic. In the first movie, it's made quite clear that witches and wizards require the use of wands in order to perform magic. In the later films, some of them are performing magic without a wand and without uttering an incantation.

This is never really explained. The audience is simply left to deduce that once a witch or wizard gets old and powerful enough, they no longer need a wand or words to perform magic. These are ten witches and wizards who can do the best wandless magic.

Hermione Granger

It's made explicitly clear that Hermione Granger is an exceptional witch with abilities far beyond her age. It's no surprise, then, to see her performing wandless magic in high school.

Her wandless magic can be seen prominently in The Half-Blood Prince. She performs Confundus on Cormac McLaggen simply by whispering into her hand. She also successfully performs Avis and Oppugno Jinx without the use of her wand when sending birds to attack Ron.

Albus Dumbledore

Perhaps the greatest practitioner of wandless magic is Albus Dumbledore. He is the greatest wizard in the world, after all. Dumbledore's wandless magic is on full display throughout the Harry Potter series.

He changes the banners in the Great Hall with a wave of his hand, stops Harry from falling to death, physically pushes Harry, sets Tom's wardrobe on fire, and summons the chains of the cave boat, just to name a few instances.

Gellert Grindelwald

Grindelwald is considered the most powerful Dark Wizard of all time (or at least one of the top tier ones). He also had a close relationship with Dumbledore until it fell apart in their late teens.

Grindelwald is perhaps the greatest practitioner of wandless magic in the entire Harry Potter canon, as he can generate shockwaves, cause people to levitate and fly, manipulate heavy objects like cars, and turn aurors' wands to dust.

Harry Potter

Harry Potter himself has done various feats of wandless magic. Potter performs wandless magic in The Order of the Phoenix book when he casts Lumos in a dark alley in order to find his wand.

He also manages to inflate his Aunt Marge using his mind, albeit unintentionally. Unintentional or not, it's still an impressive (and very dangerous) feat of wandless magic.

Voldemort

He Who Must Not Be Named is Dumbledore's equal, so it's only fitting that he too can perform dexterous magic without the use of his wand. Some of this magic can be seen in Goblet of Fire, such as deflecting Harry's charm and physically lifting him from the ground with nothing but his hand.

Later in the series, Voldemort disarms Harry with his hand (Order of the Phoenix) and pushes a dead giant out of the way (Deathly Hallows Part 2).

Draco Malfoy (Maybe ?)

It's never explicitly mentioned, but it's possible that Draco Malfoy can perform wandless magic. After spotting an invisible Harry in his compartment, Draco shuts the door and closes the blinds to block out sight so he can confront Harry.

Immediately after he does this, all the other blinds throughout the train shoot down, the implication being that Draco had wandlessly shuttered the blinds himself. However, it's also possible that a charm had been placed on the blinds. Unfortunately, nothing is confirmed either way.

Professor Quirrell

Quirrell can be seen performing numerous instances of wandless magic throughout the climax of Philosopher's Stone. For example, he merely snaps his fingers to produce enormous flames that envelop the room, and he even flies towards Harry.

It's possible that it's actually Voldemort's presence within Quirrell that's allowing him to perform such feats, but again, this is never explicitly stated. It's entirely possible that Quirrell knows how to do this all on his own.

Severus Snape

Snape can be seen practicing wandless magic numerous times throughout the series. The first instances comes in Philosopher's Stone, when he counteracts the magic being used by Quirrell during the Quidditch game.

Audiences have to assume that the wandless spell worked, as Quirrell later laments that Harry would have died had it not been for Snape. And in Order of the Phoenix, Snape is assigned to teach Harry the art of occlumency, as he himself is an extremely adept Occlumens owing to his mental blocking of Voldemort.

Nymphadora Tonks

Tonks claims "I'm a Metamorphmagus. It means I can change my appearance at will. I was born one." A Metamorphmagus is the very rare witch or wizard who can change their physical appearance at will without the use of other forms of magic like Polyjuice Potion.

This can be seen in the movies, such as when Tonks changes her hair color at will and when she gives herself a duck beak to entertain Ginny. It's a really cool ability that was tragically underutilized in the movies.

James, Peter & Sirius

The Marauders (consisting of James, Peter, Sirius, and Lupin) are Animagi, meaning they can transform into animals at will. Lupin is a werewolf, not an Animagus.

Being an Animagus is not as rare as being a Metamorphmagus, but it's still an impressive feat of magic nevertheless. James can transform into a stag, Peter a rat, and Sirius a dog, all at will - the latter two of which are clearly seen in The Prisoner of Azkaban film.
