It could also be that Superman is used solely for cameos rather than movies. Superman has had two faceless cameos so far, in Shazam! and Peacemaker, with another cameo rumored to be in Black Adam. The DCEU's Superman could also act like the MCU's Nick Fury, popping up in various projects to tie the universe together.
Whether restoring the SnyderVerse, a stand-alone movie, or a simple cameo, the love for Henry Cavill's Superman is likely to materialize in the DCEU soon. Fans want Henry Cavill's Superman to return, Cavill himself would be likely to return for the right price, and Warner Bros. is even interested in revitalizing Superman. The path is open for Henry Cavill's Superman to have a future in the DCEU, and Comic-Con 2022 is likely to be the place that DC announces it.
