The Last of Us episode 2 ended with Tess' death, meaning Joel and Ellie continued their journey alone to a specific destination. After encountering two Clickers in a museum earlier in the episode, Joel, Tess, and Ellie continued to the State House to give Ellie to the Fireflies. However, the Fireflies in the State House were either dead or infected, with the latter also applying to Tess, who was bitten by one of the Clickers.

Tess, with newfound desperation to complete their mission due to her negative turn from the bite causing her to believe in Ellie's immunity more than ever, implores Joel to deliver Ellie to the Fireflies. While in the games Tess does this by asking Joel to take Ellie to Tommy, The Last of Us episode 2 sees Joel and Ellie heading to a different location hinted at with The Last of Us episode 1's radio song. Tess tells Joel to take Ellie to Frank and Bill, two smuggling contacts of theirs.

After Tess pleads with Joel to continue their mission, she tells Joel to take Ellie to Bill and Frank. She states that they will take Ellie off his hands and deliver her to the Fireflies themselves. Bill and Frank are confirmed to live in a town somewhere outside of the Boston QZ, as hinted at by the radio message and the brief scenes shown of the duo in the show's marketing material. Ellie's breaking of the radio code also hinted at the reason for this. The radio code was confirmed to mean whether Bill and Frank have new things, nothing new, or warn of danger.

The ending of The Last of Us episode 1 hinted at danger, though the other two possibilities explain why Bill and Frank could be trusted to take Ellie. As they live outside of the QZ and are unencumbered by FEDRA as a result, it likely means they have more freedom in terms of personal belongings. Bill and Frank could have the vehicles, weapons, and supplies needed to take Ellie to the Fireflies successfully.

However, the use of Depeche Mode's "Never Let Me Down Again" has their radio code hint at Bill and Frank’s future. This song was from the 80s, meaning Bill and Frank have encountered danger, which Ellie and Joel will need to overcome or discover the source of in The Last of Us episode 3. Joel and Ellie traveling to Bill and Frank means The Last of Us will also explore one of the show’s biggest changes. Neil Druckmann and Craig Mazin have confirmed that The Last of Us will change Bill and Frank's story in a big way, something that will likely be explored in the third episode.
