Known as a curmudgeon, Toby is filled with quotes about hating the people around him. After financial disclosure forms are released to the press, Toby is endlessly teased about the unfortunate timing of a stock investment that made him $125,000. He is forced to sell the stock and lose out on that money. Since the disclosure is public, his friends in the White House don't hesitate to poke fun at the situation, including CJ asking if he has $125,000 laying around that she can borrow. In this episode, Toby is going up against a congresswoman attempting to cut funding for the National Endowment of the Arts. She comes to Toby armed with a list of unique and odd performing art pieces that the NEA funded. Sam interrupts the meeting to talk to Toby. The congresswoman tells Sam that the NEA funded a performance art piece where someone destroyed all their belongings in front of a Starbucks in Haight-Ashburry. Sam quickly responds "I've done that before. I wasn't aware funding was available." The meme works for the little mistakes that happen in everyday life.

When a goat shows up at the White House after a rough day fighting with the Senate, Leo tells CJ that the photo can't be published until after the Senate vote. He tells CJ that if the photo gets out he will hide snakes in her car and she will never be able to get them out, making an excellent meme for someone looking to get back at their friends.
