Players will get an idea of who they should recruit thanks to the game suggesting certain people throughout the game. These people, who are classified as skilled operatives, show up on the map as a bright green marker and are typically stronger than regular NPCs in the game. They may have certain skills, weapons, or vehicles that can be useful to players. Players can also find some of these skilled NPCs naturally while roaming the city.

There are a couple of categories that players may want to look at when recruiting NPCs to DedSec: occupation and stats. NPCs with certain occupations may have uniform access to certain buildings, meaning they are free to roam in restricted areas without being noticed as long as they don’t get too close to enemy NPCs. Recruiting an Albion employee will give that NPC access to Albion buildings as long as they’re wearing their uniform. Construction workers will have access to construction sites, and can also summon a cargo drone at will to fly around. Doctors and nurses will have access to hospitals. NPCs with certain occupations, such as Barristers, can also decrease how long arrested or hospitalized DedSec operatives are out of action before they can used again.

There are many other useful NPCs to recruit to DedSec. A getaway driver will have a personal vehicle and skills that enhance the player’s ability to escape pursuers. A drone expert will have a special shock drone that can paralyze opponents. A spy will have a classic James Bond car and silenced pistol, and a professional hitman will have special lethal takedowns and a duo of special weapons.

Watch Dogs: Legion is filled with tons of unique NPCs with various abilities and quirks. Players could spend a lot of their time just scanning different NPCs roaming the streets of London and see what kind of characters they come across. While many NPCs may not have the skills and abilities to really be useful, players are sure to find a few gems. Whether DedSec is filled with various skilled operatives, or normal people with a few surprising perks, there are endless possibilities when it comes to building the resistance.
