Pamela gave order "B-14" over the radio, and the Commonwealth was promptly put under lockdown due to the sudden emergence of a zombie horde nearby. Immediately, this mysterious command raised suspicions that Pamela could somehow draw zombie hordes toward the Commonwealth, providing distractions whenever one was needed.

The Walking Dead's "Family" confirms Pamela is responsible for the zombie attacks, and reveals a secret squadron of soldiers ushers them into place. Alas, a further mystery arises over the different meanings behind Pamela's orders. In "Lockdown," Pamela gave the command "B-14" before the zombies appeared, but in "Family," she requests "B-17" instead. The differentiation between the two is not made clear in The Walking Dead season 11, casting a note of ambiguity over the true nature of Pamela's secret weapon.

Most likely, the number tagged onto the end of "B-" denotes the location Pamela wishes the zombies to attack from. The Commonwealth is far bigger than Alexandria, so leading a horde toward the east gate would have little impact if the riots were happening all the way west, possibly. Another explanation is that a higher number relates to the size of the herd Pamela wishes to summon. The situation after Eugene's trial is even more perilous than the aftermath of Sebastian being outed as a murderer, so Pamela may have decided a larger threat was required to bring citizens back under her thumb.
