The surprising return of one character in The Walking Dead clears up a major Commonwealth mystery. During The Walking Dead season 11 part 2, a strange note was slipped under Connie’s door. To her surprise, it included a list of names presumably tied to her investigation into the Commonwealth’s secret activities.

Finally, the series has revealed what those names are in connection with. In The Walking Dead season 11, episode 22, titled “Faith”, Tyler Davis returned as one of the many people held prisoner at the Commonwealth labor camp, Outpost 22. Not only does Tyler’s presence in the episode explain where he was taken, but it also sheds light on the nature of Connie’s list. The last name on the list was none other than Tyler Davis, meaning that the point of the list was to expose the existence of the Commonwealth’s labor camps. With that being the case, it makes sense that the rest of the names belong to the other people enslaved by the Commonwealth at Outpost 22.

One Important Walking Dead Mystery Remains

What the list was about has finally been confirmed, but The Walking Dead is still closely guarding the identity of the person it came from. The show is just two episodes short of ending, and yet The Walking Dead still isn’t any closer to revealing Connie’s secret ally. When it was first shown, it was speculated that the list was written by Mercer. However, Mercer’s refusal to get involved doesn’t support that theory. And while his scene with Eugene at the end of “Faith” hinted at him finally turning on Pamela Milton, there’s no indication that he was already taking measures to stop the Commonwealth at that time.

Who Knows About The Commonwealth's Labor Camps?

It’s worth wondering who could have known enough about the labor camps to try to tip off Connie. Mercer may or may not be aware, as he wasn’t shocked when Yumiko told him about Princess one of the people taken to “God knows where.” That doesn’t prove he knows about The Walking Dead's labor camp, but he does seem to know something about what happened. And aside from Pamela Milton, it’s not clear if there’s anyone else within the organization who has those answers. After all, it’s unlikely that many people in the Commonwealth are in on this secret, especially when considering that its exposure could destroy everything Pamela has built.

There’s a good chance that the list (and the source) will come back into play as The Walking Dead races toward its conclusion. Regardless of what happens with Eugene, it stands to reason that Pamela Milton will eventually be defeated, and how her downfall happens could relate directly to the Commonwealth’s labor camps. The escape of the prisoners and Pamela’s secrets finally coming out could destroy what hold she still has on the people in her community.
