Walking Dead: World Beyond has teased the existence of the CRBC, which seems to be a new division of the Civil Republic. The conflict between the main characters and the show’s villains have shed light on how this massive organization is structured in the Walking Dead universe. The CRM, the group responsible for abducting Rick in The Walking Dead season 9, is the military force of the Civic Republic.

In its second season alone, the spinoff series has answered quite a few questions about one of the biggest mysteries in The Walking Dead, which pertains to the CRM. The time that Hope (Alexa Mansour) and Huck (Annet Mahendru) have spent in the Civic Republic’s base with Elizabeth (Julia Ormond) has revealed all sorts of details about activities. It was recently confirmed that their scientists are working on a widespread cure that will supposedly eliminate zombies from the face of the planet. This is a long-term promise that the CR is planning to keep with help from Hope's father. Viewers also now know the name of one of the people in charge and a potential villain for the Rick Grimes movies, Major General Beale.

The Walking Dead: World Beyond season 2, episode 5, titled “Quatervois,” dived even deeper into the Civic Republic and the CRM with a newspaper full of information about their goals. One of the reveals stems from a headline titled “CRBC Optimizes Signal,” which was accompanied by a picture of a large radio tower. The CRBC, which has never been mentioned in The Walking Dead universe prior to “Quatervois,” must be a second branch of the Civic Republic. As for what they do, the headline and the picture is indicative of them being in charge of handling communications. That may very well be what the “C” in the “CRBC” acronym represents.

The Civic Republic instituting an entire division for this purpose makes sense, considering not only the scope of the organization but the CRM's apparent ambitions about global expansion. With the CR having bases in several different parts of the United States, it’s not surprising that they would have to devote a lot of resources and manpower toward building and maintaining advanced communication systems. That appears to be the primary focus of The Walking Dead’s CRBC. As for whether or not they’ll ever be relevant to any of the shows, it’s possible that one day some of the characters will find themselves in a position where interfering with the CRBC will be necessary to disrupt or intercept communications.

The tease about the CRBC in The Walking Dead: Dead World Beyond raises questions about what other divisions of the Civic Republic are currently in operation. Presumably, the only one that’s truly villainous is the CRM, who has no qualms about murdering their own settlements, such as the Omaha community and the Campus Colony. As things stand, overcoming the CRM is the top priority for the main characters, but both the remaining episodes of the spinoff and the Rick Grimes movies may eventually explore other branches of the Civic Republic and the purposes they serve.
