The most terrifying villain the Teenage Mutant Ninja Turtles ever faced makes Shredder look like an absolute wimp. Not only is the villain in question a brutal foe against his enemies, but he is completely ruthless when it comes to the self-mutilating augmentation of his own body. In his final form, this TMNT villain shares some key intimidating attributes with Shredder, but with additional weaponry that puts the Foot Clan leader to shame. 

In Teenage Mutant Ninja Turtles Vol. 2 #2 by Jim Lawson, it is revealed that the mad scientist who was imprisoned in the previous volume, Baxter Stockman, has escaped from prison and infiltrated a top-secret government laboratory. Using the technology he stole from the lab, Stockman removed his brain and placed it in a robotic body that proved to be a more than formidable form when he subsequently launched his attack on the Teenage Mutant Ninja Turtles

Like Shredder, Stockman’s robot body wields claws on one of his cyborg hands, however, that is where their similarities end as Stockman proved to be much more deadly. Along with the claws, the cyborg scientist also has rocket-powered projectile weaponry, dangerously high intelligence, and near invulnerability. Plus, Stockman’s robot body has the power to regenerate lost limbs so any damage he takes while fighting the Teenage Mutant Ninja Turtles will heal without causing any permanent malfunctions. While Stockman proved to be more physically imposing than Shredder, he also showed that he is a more effective fighter when he literally succeeded where Shredder failed. 

In the first issue of Teenage Mutant Ninja Turtles by Kevin Eastman and Peter Laird, the Turtles kill Shredder after battling him on the roof of a New York City building. After beating and stabbing the villain multiple times, the Turtles then throw Shredder from the roof, a final blow that ultimately kills him. In Teenage Mutant Ninja Turtles Vol. 2 #8, the Turtles have a similar battle against Stockman, but they are not as successful as they are with Shredder. While battling the cyborg on another New York City rooftop, Stockman walks away virtually unharmed after completely incapacitating Raphael and leaving the Turtles reeling from their loss. 

Baxter Stockman is physically stronger, bigger, and more equipped to kill than Shredder plus he defeated the Teenage Mutant Ninja Turtles in virtually the same exact spot where Shredder was murdered by them. From his intimidating killing ability to his impressive success rate, Baxter Stockman is the Teenage Mutant Ninja Turtles’ most terrifying villain and makes Shredder look like a total wimp.
