Season 3 of The Boys is coming to a close, and recent episodes have proven that Homelander's strength is still unparalleled. His combination of laser eyes, flight, x-ray vision, superhuman strength, and other abilities put him up on a level that nobody, save for possible Soldier Boy, can compete with. His power also comes from his public image as a charming, noble, and selfless hero who serves as the face of Vought International and The Seven.

Yet, the public image is a lie, and Homelander is a ruthless, vindictive, impulsive, and selfish individual whose callous actions have earned him his fair share of enemies. While none of his enemies may be able to match his range of formidable superpowers, many are powerful in their own right and have proved that Homelander is not invincible. Some of these individuals are powerful because of their superhuman abilities, while others are powerful because of their influence, intelligence, and their ability to take down superheroes.

Grace Mallory

Given her history with the CIA and the US Army, Grace Mallory has ample resources at her disposal in the fight against Homelander and Vought. She is also responsible for unleashing some of Homelander's greatest enemies as she founded The Boys and set Billy Butcher on a path of vengeance against Homelander.

The only reason Grace is currently not more of a threat to Homelander is that she is retired and is now out of the game to bring down Homelander and Vought. She is still an enemy to Homelander, though, as she was the one keeping his biological son Ryan off the grid and in hiding from Homelander.

Frenchie

While Hughie was the one to kill Translucent, Frenchie was the one to figure out how the invisible member of the Seven could be killed. In addition to figuring out how to kill superheroes, Frenchie is the one who is able to form a connection with Kimiko and earn her trust.

His primary motivation was to genuinely help Kimiko as he deeply empathizes with her, one of the many reasons that fans rank Frenchie as The Boys' best character. Frenchie's actions with Kimiko are also helpful in the fight against Homelander and Vought because it gave The Boys a super-powered team member.

Mother's Milk

Homelander is impulsive and often acts without thinking. Mother's Milk, on the other hand, is an individual who is incredibly detail-oriented and methodical. MM doesn't have superpowers, but his way of thinking makes him dangerous as he is able to think through and plan important details that Homelander and his ilk will overlook and never see coming.

MM's investigative skills, military abilities, training as a combat field medic, and connections also make him a capable opponent. MM would not win in a direct fight against Homelander, but he can outsmart the smug superhero.

Hughie

Hughie made himself an unlikely threat to Homelander in several ways. He killed Translucent, one of Homelander's greatest allies in the Seven. He then flew under the radar with his non-threatening persona and gathered valuable intelligence, all the while going unnoticed by Homelander.

Even after Homelander knew about Hughie, he continued to undermine the superhero with the help of The Boys and Starlight. When Hughie injected himself with Temporary V, he posed a new kind of threat to Homelander. Being able to teleport allowed Hughie to escape blasts from Homelander's laser eyes and to sneak up on him. Hughie also had the strength to punch Homelander and momentarily pin him down alongside Butcher and Soldier Boy. When he stopped taking the Temporary V, Hughie proved he could still be powerful through his intelligence, empowering Starlight, and trying to be Butcher's moral compass.

Kimiko

Kimiko's superhuman strength and her ability to regenerate from injuries allow her to be a unique threat. The regeneration makes her particularly powerful as she is able to quickly heal any damage quickly, even if it should be lethal.

While she has not fought Homelander directly, she has held her own and defeated other superheroes, even working with Maeve and Starlight to briefly incapacitate Homelander's powerful ally Stormfront. The boys are also a more credible threat to Homelander when they have someone like Kimiko with superhuman abilities on their side.

 

Stan Edgar

Stan Edgar is Homelander's most powerful enemy who has never had superpowers. As the former CEO of Vought International, Edgar was unafraid to stand his ground and make the decisions that he thought were best for the company. Unlike most of the individuals working at Vought, he was not afraid of Homelander and did not cater to Homelander's every whim.

In fact, Edgar told Homelander to his face that he did not respect him and forbade Homelander from taking certain actions. Homelander even admitted to Edgar that he feared the CEO for a long time, which speaks volumes to Edgar's power. Edgar had his secret weapon of the head-popping Victoria Neuman to keep Homelander in line as well, but that ultimately backfired as Neuman sided with Homelander over Edgar.

Billy Butcher

Billy Butcher is one of the most The Boys' most intelligent characters. His ability to outsmart superheroes and exploit their weaknesses always made him a dangerous enemy, especially given his personal vendetta against Homelander. Butcher became even more of a powerful enemy when he injected himself with Temporary V. This gave him laser eyes and superhuman durability and strength.

He had powers that allowed him to fight and nearly defeat Homelander. During their battle in "Herogasm," he was physically unscathed after a blast from Homelander's laser eyes and was able to blast at Homelander with his own laser eyes. While he may not be able to fly, Butcher was more dangerous than ever before on Temporary V.

Soldier Boy

Before Homelander, Soldier Boy was Vought's golden hero. While Soldier Boy did not have a vendetta against Homelander, he agreed to kill him if Butcher helped track down all the members of Soldier Boy's former team. Soldier Boy is able to negate others' superpowers, even being able to negate Homelander's laser eyes when he tries to use them against Soldier Boy during their fight in the "Herogasm" episode.

Soldier Boy was able to counter a lot of Homelander's super strength as well. In terms of superpowers, Soldier Boy is the greatest enemy that Homelander has ever faced, and the revelation that Soldier Boy is Homelander's father didn't change that, as it made Soldier Boy want to destroy his "weak" son.

Maeve

In terms of superhuman abilities, Maeve might be the most powerful member of the Seven after Homelander. Her superhuman abilities--including super strength, durability, and agility--are impressive and almost on par with Homelander, as shown in her fight against him in the season 3 finale. Her lack of laser eyes and flight are where she falls short, although that wasn't a problem when she took down Soldier Boy.

Beyond her superhuman abilities, Maeve understands Homelander's need to be loved and uses this against him by temporarily blackmailing him into submission through threatening to release the video of Flight 37. She is also smart enough to realize that she cannot defeat Homelander on her own and helps Starlight, Butcher, and the rest of the boys on multiple occasions. Other than Starlight, Maeve has been the most heroic member of the Seven.

Starlight/Annie

Starlight/Annie is Homelander's most powerful enemy not only because of her superhuman abilities, but because of the influence that she wields. Starlight is just as popular--and arguably even more popular--with the public as Homelander. She uses her platform and position to speak the truth, help those in need, and even to undermine Homelander and Vought.

Even after she renounces her identity as Starlight and quits the Seven, Homelander and Vought don't retaliate against her because of her public influence and the inevitable backlash they know such action would bring against them. Also, The Boys become much more threatening once they had Starlight helping them with both combat and recon.
