With Robert Pattinson's depiction of Batman, a new world of villains is descending on Gotham City. In The Batman, the main villain was Riddler, but he was not alone. Unlike past Batman movies that overwhelmed the audience with too many bad guys, Matt Reeves made sure that Riddler was the main villain and everyone else served in a supporting role.

However, that does not mean that Riddler was the most powerful villain in the movie. He also wasn't always the most memorable, and he had less screen time than many other villains that Batman had to face. From the main villains to minor bad guys that worked in a corrupt Gotham City, some were more powerful than others.

Salvatore Maroni

In past Batman movies, Salvatore Maroni was a key figure in the Gotham City underworld. In The Dark Knight Trilogy, Eric Roberts played Maroni and was almost untouchable. However, in The Batman, Maroni was shut down quickly.

The Gotham P.D. pulled off one of their most impressive busts in history when they arrived and busted Maroni, shutting down his business. This allowed Carmine Falcone to take over and Maroni was finished, no longer a danger to anyone or wielding any kind of power.

Trigger Twins

The Trigger Twins had a representation in The Batman. In the comics, they are wild west-style criminals named Tom and Tad Trigger.  However, in the movie, they did not go by these names. Instead, the two men were depicted as the doormen who guarded Penguin's nightclub.

They were there because Penguin trusted them to let the right people in and keep the wrong people out. However, they failed throughout the entire movie and suffered beatings by Batman, as well as humiliation thanks to their incompetence.

Gil Colson

During The Batman, Riddler was killing very powerful people. One of the people that he made a point with was Gil Colson, the Gotham City district attorney. The first time he showed up in the movie, he was in Pengiun's nightclub with some underhanded people.

One of the smartest things Riddler did in The Batman was have Colson out himself as a corrupt district attorney and someone who took bribes to let criminals off in court cases. This demonstrated that Colson, undoubtedly a very powerful figure in Gotham City, was a terrible man. However, he's stripped of his power the moment Penguin straps a collar bomb to him and ultimately meets a grisly end.

Joker

Joker is one of Batman's most dangerous and deadly villains. His appearance at the end of The Batman was a shock for most viewers. He was in Arkham Hospital and began a conversation with Riddler, who was in the cell next to him.

However, there was little in the way of Joker's powers here. Joker did prove that he was powerful in a manipulative way, as he is clearly setting up Riddler as a future ally. However, he was locked up, so wasn't able to exert much power in the movie.

Don Mitchell Jr.

Don Mitchell Jr. didn't get much screen time. He was the mayor of Gotham City and was shown at the start watching television where he saw himself debating Bella Reál before the upcoming mayoral race. He had a wife and son and seemed like an upstanding man.

After Riddler killed him, the truth was revealed. He was corrupt and helped Carmine Falcone hold onto his criminal empire. He was a very bad man, and as the mayor, was the most powerful politician in Gotham City. He just wasn't powerful enough to survive Riddler's attack.

Catwoman

Catwoman wasn't really a villain in The Batman, but she also wasn't a hero either. The only thing that kept her on Batman's side was that her main target was Carmine Falcone. When Batman learned she was Carmine's daughter, and she wanted to bring him down, he softened up.

However, Catwoman was still a thief and a cat burglar. She was also someone who almost killed a crooked cop and went against Batman's code of honor. She was powerful and helped bring down the villains in the end, though.

Penguin

Penguin was very similar to his comic book counterpart, a small-time member of the Gotham City underworld, but an important one nonetheless. He ran the nightclub that welcomed most of Gotham's underworld. He was Carmine's right-hand man and in the end, he was more powerful.

When Carmine died, Penguin stepped up and seemed ready to take over his role as the top of the food chain in Gotham City. He held a lot of power, but he had no chance when he fought Batman.

Riddler's Followers

One of the biggest surprises in The Batman was that the final battle wasn't against Riddler, Carmine Falcone, or Penguin. The final battle came when Riddler's online followers showed up and began to destroy Gotham City. These people were all followers who wanted something to believe in and that made them dangerous.

They showed up heavily armed and started trying to kill people, while Gotham City flooded. Even though Batman beat most of them, he wasn't enough to stop them all and Catwoman had to arrive to save him in the end. There's power in numbers, and these dedicated followers certainly demonstrated that.

Riddler

Riddler was extremely powerful as well as being one of the smartest villains in The Batman. He knew he couldn't do it alone. He built up an online group of followers that felt underappreciated and wanted to shake up the way the city was run.

He not only killed some very powerful people, but he made sure the world knew they were corrupt after they died. He knew exactly how to go about his plans, and unlike most Batman villains, Riddler succeeded in what he was trying to do: he brought down Gotham City.

Carmine Falcone

While Riddler was the primary villain of The Batman, he wasn't the most powerful villain in Gotham City. That would be Carmine Falcone. He was the rat who helped send Maroni to prison and shut down his empire.

However, the twist was that Carmine ratted out Maroni so he could take over his criminal empire. He was Penguin's boss, he had the mayor and district attorney in his pocket, and he ruled Gotham with an iron fist. However, his power fell thanks to Batman and Catwoman bringing him down together before Riddler assassinated him.
