Warning! Spoilers for Future State: Superman of Metropolis #1 below!

Future State's Superman just made a stunning admission before shrinking and bottling up all of Metropolis. When comparing the severity of lawlessness in Metropolis and Gotham, Superman called out the insanity permeating in his city as a result of Andrej Trojan and his company Trojan Solutions.

In Future State: Superman of Metropolis #1 written by Sean Lewis with art by John Timms, Metropolis has already descended into chaos, a downward trajectory that Trojan helped achieve by serving as the main contributing factor. The U.S. Army may have later forced Trojan to retreat, but the damage that his company originally caused continues to proliferate, mostly because this dastardly C.E.O. purposely left behind a form of artificial intelligence called Brain Cells that directly influences most of the city's population. It is assumed Trojan falsely advertised this technology as a good thing that, upon injecting into one's skin, would serve as some sort of upgrade - but, it instead transformed those who fell for his deceptive ploy into so-called Trojan Zealots whom Brain Cells can manipulate to enact its master's bidding.

All of this conflict is exacerbated by the fact that the U.S. Army is enraged that Superman continually refuses to stop these zealots from inciting riots and other incendiary acts as he views these people as ordinary citizens who are just being manipulated. In the army's eyes, they are soulless monsters creating havoc on Metropolis. But there's another point of contention between the army and Superman that causes even more friction, and it has to do with the fact that Brain Cells actually manifests in the physical plane as a sphere-like entity. The army, in an unsurprising development, feels it is in the city's best interest if their branch of the military apprehends Trojan's creation for testing and hopeful utilization. But, again, Superman has placed himself in the way of the army's goals as he believes the best course of action is to get Brain Cells as far away from the city as possible. And that's where Superman finds himself when he makes that startling admission concerning Metropolis and Gotham.

Even before Future State thrust Gotham into a new hell, Batman's city was already regarded as being just a tad bit lawless (though, this might be saying it mildly) while Metropolis was synonymous with everything that Gotham wasn't. But Gotham now finds itself in an even worse predicament as a result of yet another organization gaining an unprecedented amount of power over an entire city. Called the Magistrate, this syndicate's most reviled mandate thrust upon Gotham is the outlawing of masks. Anyone donning such a facial covering, whether hero or villain, is in direct violation of the law that can result in a swift and deadly response from the deadly Peacekeepers, a heavily armed militia that draws remarkable resemblance, not coincidentally, to S.W.A.T. teams.

As alluded to above, Superman tries to save his people from Brain Cells' influence by shrinking and bottling Metropolis. But it's unclear whether this desperate Hail Mary attempt has restored law and order. It can be assumed, however, that a certain incident that takes place at the end of Future State: Superman of Metropolis' debut issue does not bode well for the city... and will undoubtedly result in everything falling into a worse state than Gotham if Superman doesn't quickly remedy the problem.
