Arrow star Stephen Amell is pretty certain Oliver Queen and Jefferson Pierce of Black Lightning will meet one day. The latest addition to The CW's ever expanding superhero line-up, Black Lightning, has been firmly stated to exist outside of the Arrowverse. Despite obvious thematic similarities, Black Lightning was never designed to be apart of the multiverse launched by Arrow. In fact, Black Lightning was originally set to air on Fox, before later moving to The CW.

Now Black Lightning is on the network that Oliver Queen and Barry Allen helped (re)build. The idea of a crossover seems like a natural progression. Despite that, Black Lightning has been keeping firm to the line of existing completely outside the Arrowverse. However, Stephen Amell is confident things won't stay that way for long.

Comic Book reports that Stephen Amell was at Awesome Con in Washington, D.C., when the possibility of an Arrow and Black Lightning crossover was breached. After admitting he has yet to see the show (because he's very busy), Amell said:

Everyone pretends like we’re not going to eventually cross over with Black Lightning but we're probably gonna cross over with Black Lightning because that's just the way that the world works.

This alone would be noteworthy. Yet that's not all the actor said. A Black Lightning crossover isn't just something Amell thinks will happen. It's something he wants to happen. The star explained:

I think that anything you can do to expand the universe and to build out what we've built on our show would be great. So, I'm glad that show's doing well, I hope that it has a very successful run, and I would love to be a small part of it in some way shape, or form.

Arrow and Black Lightning may seemingly be in different universes, but the two characters really aren't all that different. Even though Jefferson Pierce is a metahuman, and quite a powerful one, he and non-powered Oliver Queen have similar approaches to their vigilante life. Arrow and Black Lightning are all about the ground level heroes and saving their communities. Their lives outside the night jobs also see them in positions of power and influence in those communities. Oliver is a mayor and Jefferson a principal.

As of Arrow season 6, Oliver and Jefferson have something else in common, fatherhood. One of the biggest parts of Jefferson's character is balancing his life as Black Lightning while raising two daughters. This is something Oliver will definitely be able to relate to given he is currently raising his preteen son on Arrow.

Of course there's other reasons for Arrow and Black Lightning to crossover. As the face of the franchise, Stephen Amell has typically been the first character/actor to crossover onto a a new series. Oliver Queen appeared in the pilot of both Legends of Tomorrow and The Flash.  (The notable exception is Supergirl as The Flash brought that series into the Arrowverse.) If The CW does have an interest in bringing Black Lightning into the fold, even if the series exists on another Earth like Supergirl, Stephen Amell showing up as Oliver would be a good way to do it.

A crossover wouldn't seem too outlandish either. Since its pilot, Black Lightning has been dropping references to other heroes that exist inside the Arrowverse. Supergirl has been the most prominent. Kara Danvers' alter-ego has been name dropped twice. Although the first seemed to be referencing her as a fictional character. Yet in the Black Lightning episode, "The Book of Little Black Lies," Legends of Tomorrow's Vixen was referenced. Not as if she were imaginary, but a real person in the world. This seemed to suggest that Black Lightning wouldn't have to go far for a crossover. It could already exist on the very same Earth as Arrow.

Of course, Black Lightning needs to do more than name drop a few characters to set up a crossover. This is especially true if the series ends up being on Earth-1 with Arrow and the rest. They'll have to be some explanation of how Black Lightning fits onto the timeline of the Arrowverse. Jefferson Pierce's days as a vigilante predate Oliver Queen's by a sizable margin. Still one assumes this is an issue could be successfully resolved, if or when Black Lightning finds its way into the Arrowverse.
