A further look at a Star Trek: Picard season 3 character's service record reveals that they once stalked Admiral Kathryn Janeway (Kate Mulgrew). The whereabouts of Admiral Janeway was a mystery throughout Picard season 3, leading some viewers to speculate that the former USS Voyager captain had been replaced by a Changeling. However, it wasn't Captain Vadic (Amanda Plummer) who had been stalking Janeway prior to Picard's season 3 premiere, the perpetrator was someone closer to home.
An Easter egg hidden in a scene from Star Trek: Picard season 3, episode 1, "The Next Generation", revealed the identity of Janeway's stalker. The details as to why Janeway was being stalked were left as a mystery, but there are hints that it was an extension of the stalker's mental state at the time. The biggest surprise is that Janeway's stalker is the former - possibly current - romantic partner of Captain Seven of Nine (Jeri Ryan) and is now serving aboard the USS Enterprise-G as her Number One. This development could make Seven and Janeway's eventual reunion supremely awkward.
Admiral Janeway’s Star Trek: Picard Stalker Was Raffi
On the service record of Commander Raffaela "Raffi" Musiker (Michelle Hurd), under the section marked "Inappropriate Conduct," is the revelation of her prior relationship with Admiral Janeway. Among the many offenses listed on Raffi's record are "hacking Starfleet Intelligence databases of Romulan contacts, appearing at work intoxicated, and stalking Admiral Janeway". This implies that Raffi's stalking of Janeway was to do with the Romulan conspiracy she had unearthed in the wake of the Attack on Mars. It's unclear if Raffi believed that Janeway was in on the conspiracy, or if she was merely trying to get close enough to the Admiral to inform her about the possible Tal Shiar and Zhat Vash involvement in the devastating First Contact Day attacks.
Whatever Raffi's intentions, her stalking of Admiral Janeway appeared to be the last straw for Starfleet Command, who ordered her to undergo psychotherapy and narcotics rehabilitation on Betazed. It's interesting to note that this was the response to Raffi's list of 13 court-martial offenses. It suggests that senior figures in Starfleet like her old friend Admiral Jean-Luc Picard or "JL" for short, and possibly even Admiral Janeway vouched for Raffi. After all, Janeway has a long history of vouching for those that Starfleet has given up on, like the Maquis crew of the USS Voyager or her young charges in Star Trek: Prodigy.
Raffi & Seven Of Nine Could Cause Admiral Janeway Problems In Star Trek: Legacy
If it gets the green light, Star Trek: Legacy could continue the story of Seven of Nine and Kathryn Janeway's mentee and mentor relationship. Although Kate Mulgrew's commitments to Star Trek: Prodigy prevented her from appearing in Star Trek: Picard, Janeway was mentioned throughout the spinoff's three seasons. It's hoped that Kate Mulgrew and Jeri Ryan will be reunited for Legacy, but the presence of Raffi on the bridge could complicate matters for Janeway and Seven. While Janeway does tend to see the potential in people, she could still distrust Raffi given her history of paranoid behavior.
Worse still, Starfleet regulations presumably forbid romantic partners from serving as Captain and First Officer, forcing Admiral Janeway to intervene in Seven and Raffi's relationship. If Janeway was to be made aware of Seven and Raffi breaching regulations, or disobeying direct orders to save the other, she would be put in an awkward position. By not punishing Seven, Janeway could be accused of playing favorites by those in Starfleet who didn't approve of Seven's entry into the organization. It's clear that while the story of Star Trek: Picard is over, the story of Seven and Raffi is only just beginning.
