Even the best films end. It doesn't matter how amazing they are. Spirited Away ends because Chihiro can't stay in the Spirit Realm. When the two of them say their goodbyes, he promises that they will one day see each other again. This fan art doesn't answer the question of whether they did or not.  It is simply remembrance.

Their friendship blossomed in the Spirit Realm, expressing their love for each other through the action of saving each other. When Chihiro left the Spirit Realm a promise was made that they would one day see each other again.
