Warning: SPOILERS for X-Men #21Few characters have such a complex history of retcons of their origins and powers as Wanda Maximoff, and it seems that even Marvel doesn't really know how the Scarlet Witch's powers work. Originally considered a mutant, Wanda's story was then changed to make her powers of magical origins, but this fact is challenged by a detail in a recent X-Men comic.

In X-Men (2021) #21, by Gerry Duggan, Stefano Caselli, and Federico Blee, Krakoa's premiere team has to deal with the threat of the Brood, the alien parasites race that is being manipulated by the demon Nightmare, who took control of this biological weapon from the X-Men's ally, Broo. The issue contains the transcript of a meeting of Krakoa's War Council, consisting of Bishop, Cyclops, Magic, and Psylocke, discussing how to deal with the Brood. Bishop has an extreme proposal, which involves using the Krakoan Resurrection Protocols to clone the body of Wanda Maximoff and then have a telepath enter her vacant mind to control it and make her wish "No more Brood", to cause a similar effect to the M-Day, when Scarlet almost wiped out all mutants on Earth.

The X-Men Have Dark Plans for Scarlet Witch

Bishop's plan (which has Cyclops' backing) is ethically questionable, but perhaps even more striking than the two mutants' ruthless methods is the fact that they believe that a Wanda body without her mind would possess her same powers. The current established Marvel lore is that Wanda and her brother Pietro are humans who were genetically altered shortly after birth by the High Evolutionary as part of his experiments, who then disguised them as regular mutants. Wanda was given an affinity with chaos magic, which was further improved by the influence of the chaos god Chthon, imprisoned inside Wundagore Mountain (where the High Evolutionary's lab is located). Wanda then nurtured these abilities, studying magic with powerful practitioners such as Margali Szardos and Agatha Harkness.

While this story is a bit complex due to Marvel's many retcons of the Scarlet Witch's origins, the fact remains that Wanda's powers come from the High Evolutionary's intervention and, more importantly, from Chthon's 'blessing'. A Wanda body created through the Resurrection Protocols could possibly retain the High Evolutionary's modifications (it's unclear how the 'husks' created as part of the Protocols work), but certainly not Chthon's mystical power, which is what allowed Wanda to perform her most incredible feats, including the M-Day's massacre. However, this would not be true if the Scarlet Witch's powers entirely came from her genes, which would make Wanda (once again) a fully-fledged mutant.

Scarlet Witch and Quicksilver Learn New Origin from High Evolutionary

There is still a lot of confusion about Wanda's powers, but the current version is that the Scarlet Witch's abilities are of magical nature, which means that a Wanda 'husk' created with the Resurrection Protocols should not possess them. It's unclear if Bishop's genocidal plan presented in X-Men #21 is a continuity error or if teases a future revelation that the Scarlet Witch is actually a mutant, making her yet another weapon of mass destruction in the hands of the rulers of Krakoa.
