Luna calls Dobby "sir," and this is a really big deal because the elves are considered one of the lowest members of the wizarding society as their sole purpose is to be a slave to a wizard family. However, Luna sees elves as equal, dignified creatures, even if she knew whether Dobby was a free elf or not.

While at Charlie and Fleur's safe house, Luna spots a seashell wind chime and observes the strange, yet significant piece of decor. Although this line isn't really related to anything Charlie said about the safe house, it's a haunting statement that sets up the dark premise of the last Harry Potter film.
Additionally, this quote showcases Luna's extensive knowledge of Muggles, which reveals her fascination with them but also her blatant criticism towards their superstitious practices.
