The Punisher finally has the power and means to make his crusade against crime worldwide, and the Avengers are ready to stop him. After becoming the leader of the Hand and being granted the supernatural powers of the Beast, Frank Castle is hunting and killing criminals all over the world, showing the Avengers how they should do their job.

In Punisher #10, by Jason Aaron, Jesus Saiz, Paul Azaceta, and Matt Hollingsworth, the Punisher shows what he can do now that he has finally removed all the obstacles in his way, after killing the god of war Ares and getting rid of Daredevil and his anti-Hand faction. Frank is free to fight his personal war, going after criminals all over the world. These are not costumed supervillains: the Punisher is targeting war criminals, human traffickers, drug lords, and even extremist factions. However, his ruthless methods have finally attracted the attention of the heroes, who assemble a team to bring the Punisher down.

The idea that superheroes should be doing more to help the world is quite common in modern-era comics. It's understandable that individuals with incredible, reality-bending powers should not be wasting their time chasing bank robbers or other fighting other people in spandex while there are things like sex trafficking and genocides going on in the world. This concept was famously explored in mainstream comics by Wildstorm's The Authority, but Marvel has also addressed it on occasion. Clearly, the Punisher is the best-suited character to do that, considering he has never been an actual hero but a ruthless vigilante. However, there is a limit to what a man with a few guns can do.

This has completely changed, however, since Frank became the High Slayer of the Hand and the Punisher acquired true superpowers granted by the Beast. Frank Castle now doesn't have to limit himself to keeping the streets of New York clean from thugs or fighting crime syndicates, he can go after the people who are considered untouchable due to their connections, money, or status. More worryingly, the Punisher's new powers allow him to see the sins that people will commit in the future, allowing him to act preventively. This is the most common criticism moved against groups such as the Avengers: they only act after something terrible has happened. In fact, this story shows that the Punisher's global spree is even gathering public consensus.

This was also the plot of Civil War II, with Carol Danvers wanting to use precognition powers to prevent crime and disasters before they happened. The Punisher now has this same chance, but the Avengers don't like his methods, so a team consisting of Captain America, Black Widow, Moon Knight, Doctor Strange, and Wolverine has assembled to stop him. It will be interesting to see if the Punisher will call out the Avengers' hypocrisy, as he is doing what he considers should be their job, and if his new powers will be enough to beat such an impressive line-up of heroes.
