Stephen Amell will return as Oliver Queen in The Flash season 9, which is the proper ending for the Arrowverse. Amell debuted as Oliver Queen in 2012, headlining the CW series Arrow based on DC Comics's famed archer Green Arrow. Arrow ran for seven seasons and gave birth to the interconnected franchise known as the Arrowverse, with The Flash, Legends of Tomorrow, Supergirl, Black Lightning, and Batwoman all co-existing within it.

Oliver would eventually become the Spectre in the crossover event Crisis On Infinite Earths, with Oliver sacrificing himself to save the entire multiverse. Despite his death and the ending of Arrow, Amell's upcoming return for The Flash is exciting news. Additionally, it is also the best way to wrap up the Arrowverse.

Though Arrow has ended, the Arrowverse has continued ahead since with its other shows, and this has left the franchise in a somewhat awkward position, especially once the other Arrowverse shows themselves began ending. In some sense, the Arrowverse is not the same without the character who started it all. Concluding it without Oliver would inevitably feel like part of the core of the Arrowverse itself was missing.

That is not to say that the other Arrowverse shows depend entirely on Oliver's presence to succeed. The Flash, in particular, has been the Arrowverse's longest-running show. Tyler Hoechlin has also seamlessly transitioned to play a Superman on a different Earth outside the Arrowverse on Superman & Lois. Still, with sci-fi, time-travel, and multiverse elements always at its disposal, the Arrowverse always had the option to bring Oliver Queen back for one last hurrah in the Arrowverse's finale, which shows how wise the decision to do so is.

To truly do Oliver Queen's Arrowverse return justice, seeing him return as Green Arrow rather than the Spectre would be the best choice. Though Oliver becoming the Spectre was a crucial part of his character arc, his real strength lies in the fact that he built himself into a hero in his five-year absence from Starling City. By becoming Green Arrow, he also inspired his fellow Arrowverse heroes.

In particular, Grant Gustin's Barry Allen has always looked up to Oliver, seeing Oliver's self-made strength and heroic heart as every bit equal to his own super-speed. So while Oliver's transformation into the Spectre could easily be used to facilitate his return as Green Arrow on The Flash, it should not be the essence of it. The Arrowverse began with Oliver Queen as Green Arrow, and the best conclusion is for it to end with him as Green Arrow once more.
