In the MCU, Tony is in love with Pepper, and Steve is in love with Peggy. Both are beautiful romances; however, it's always fun to imagine other relationships. Tony and Steve are complete opposites, but sometimes opposites attract, and they could balance each other out given Tony's go with the flow personality and Steve's more serious and direct approach.

Tony Stark likes to be listened to and respected; Steve finishing his sentences would probably undermine some of his authority after a bit, especially if Steve does it in public, and it likely wouldn't be Tony's favorite thing.
It can get annoying after a bit, especially if Steve, or Tony, were to finish the other's sentences with the wrong words, but it's probably part of the charm of their relationship. Captain America and Tony Stark are literally from two different times. Steve is more proper and well-mannered than Tony Stark, who tends to live life on the edge and spout inappropriate remarks wherever he goes. It's part of Tony's charm. Captain America can certainly take a lot. War, threats from space, and so much more. Yet, even he has his limits. Captain America is very protective of those he cares about, and if anyone messes with the people he cares for most, those enemies can bet that Captain America will be after them with a vengeance.

Sometimes the simplest things make all the difference in a relationship, and for Steve, Tony tucking him in would be the perfect fix for his bad mood. Tony clearly knows what his partner needs and Steve appreciates that. So if Steve is ever snapping at people or throwing his shield around a little too hard, the Avengers certainly know who to call to get Captain America to calm down and relax. This meme echos how in the movies, Tony is the laxer of the two characters and knows when its good to take a break and indulge in something nice. Steve, meanwhile, is prone to never stop.
