Marvel's Kingpin is well-known as one of Daredevil's most fearsome foes and New York City's corrupt mayor - but he actually excels in political office in a surprising manner. Wilson Fisk uses his cunning mind and brute strength to strongarm his way into political office and to take control of others once on the job. But in Devil's Reign: Omega #1, Marvel reveals that despite his villainous tactics, Fisk is quite effective at his job - and one of the best mayors of NYC in the Marvel Universe.

Fisk was always Daredevil's enemy both during one-on-one fights and on day-lit streets. Wilson Fisk used his considerable influence to either buy or threaten his way to the top until finally becoming the Mayor of New York City in Daredevil #595. When Daredevil used the Purple Man's children to erase Fisk's memory of his secret identity, the Kingpin became even more furious and interceded directly in New York law, effectively outlawing superheroes on the city streets and leaving the job up to his Thunderbolts (a group of villains who, as part of their duties, hunt down the heroes who are evading the law). This became the Devil's Reign crossover event.

At the end of the event, the Kingpin was defeated by Daredevil but managed to escape, leaving his son in charge of daily operations - but with the mayor gone, Luke Cage won his mayoral campaign by default. This leads to Devil's Reign: Omegea #1, written by Jim Zub with art by Luciano Vecchio, in which Luke Cage officially takes the job as NYC's new mayor. A news broadcast reveals the truth of New York City: without Fisk, "The larger issue plaguing the city is the tremendous spike in crime. Violent crime is at an all-time high, with no end in sight."

This revelation is quite eye-opening, especially in the aftermath of the Kingpin's tenure as Mayor. Despite his violent ways, he did actually manage to curb other violent crime. While many superheroes in the Marvel Universe call New York their home, crime doesn't seem to stop in the Big Apple. The fact that Kingpin stamped out violent crime while also actively suppressing the other superheroes of the city speaks volumes about his skills in the manner of controlling territory.

As the new mayor, Luke Cage has plenty to prove. He must convince the Kingpin's remaining supporters that he can stomp out violent crime as efficiently as his predecessor. Considering the rate at which crime skyrocketed after the Kingpin left the city, Wilson Fisk just might have been the most effective mayor of New York in the Marvel Universe.
