Predicting the Arrowverse’s five new superheroes being set up for John Diggle’s Justice U show. There is yet another superhero series being developed at The CW. Called Justice U, Arrow’s Diggle (David Ramsey) will be tasked with a major endeavor — to train and educate a group of metahumans to become the best superheroes they can possibly be.

Following the end of Arrow’s eight-season run, Diggle has maintained close ties to the Arrowverse, bouncing between its remaining shows — from The Flash to Batwoman and Superman & Lois — to help his superhero friends and figure out his own destiny. While his future as the Green Lantern has been teased since the end of the Crisis on Infinite Earths crossover, and extrapolated upon in the various series he’s guest-starred in thereafter, the Arrowverse seems to be abandoning this storyline altogether to give Diggle something entirely different to focus on. Justice U hasn’t officially been picked up yet, but David Ramsey is set to star and direct the pilot should it get a series order at The CW.

Recruiting a team of younger metahumans as the next generation of superheroes gives Diggle an exciting new story since he doesn’t seem fated to take up the mantle of Green Lantern. With all his experience on Team Arrow, and working alongside the Green Arrow, The Flash, Supergirl, and so many more over the years, having him train a new group of heroes is an organic next step. But who will be the five young superheroes Diggle will mentor in Justice U? Here are the potential recruits who could be appearing in the next potential Arrowverse series.

The Flash’s Bart Allen/Impulse

Bart Allen (Jordan Fisher) — Barry Allen and Iris West-Allen’s son from the future — seems like the most obvious choice. Bart is not only a metahuman, but he’s also a college freshman when he’s introduced in The Flash season 7, dropping in on his parents from the year 2049. Adding Bart into the mix not only maintains the Arrowverse’s connection with The Flash (especially should the series end before Justice U premieres), but having a speedster on the team could give the series a Young Justice feel and ensure there was another familiar (and popular) character from the greater Arrowverse to boost the new series besides Diggle.

Bart has a lot of energy and his vibe would certainly align with the kind of show Justice U could be. While Impulse already has some experience being a superhero, with The Flash, Kid-Flash, and Jay Garrick having trained him in the future, Diggle might want to recruit someone with a connection to the Speed Force. What’s more, Bart could be joined by sister Nora West-Allen (aka, XS and played by Jessica Parker Kennedy), who first appeared throughout The Flash season 5 and then again in season 7. The siblings are two peas in a pod, though it’s possible Nora wouldn’t want to go undercover as a college student considering she’s several years older than Bart. That said, she could recur in the potential series, dropping in to check on him.

Arrow’s Mia Queen/Green Arrow

Mia Queen (Katherine McNamara) — Oliver Queen and Felicity Smoak’s daughter — would make a good addition to Justice U. Although she would be the second potential character who technically lives in the future, Mia was initially set to get a spinoff show with Green Arrow and the Canaries, but it was never picked up to series by The CW. She has since appeared in The Flash season 8 and, knowing she can also show up in the past when need be, it would make a lot of sense if she joined Diggle’s team considering she was only just getting started as a vigilante in the future. Mia may not be a metahuman, but a superhero team needs a balance of superpowered and non-superpowered heroes and she’s got skills that could certainly be honed by Diggle. Training with Diggle would also be a way for Mia to be closer to her father, with whom Diggle fought alongside for years. What’s more, McNamara has expressed interest in returning to the Arrowverse to play Mia and joining Justice U would be the best way to do that.

Black Lightning’s Khalil Payne/Painkiller

With all that Khalil Payne (Jordan Calloway) has experienced on Black Lightning, it's easy to forget he's technically still a teenager. Black Lightning tried to give Painkiller a spinoff show in the Arrowverse, but the backdoor pilot in season 4 was never expanded upon and hopes of a spinoff died before anything could happen. While Painkiller — now essentially a cyborg with superhuman abilities and who is capable of transmitting deadly poison to others — left his home in Freeland to start a new life, it's possible he could be recruited into Diggle's Justice U superhero team. Painkiller was a bit of an antihero whose brainwashing caused him to do lethal things during his time on Black Lightning, but he was trying to become a better person, controlling his powers in a way that surpassed his brain implant. Under Diggle's tutelage, Painkiller could finally reach his potential while giving the character a second chance to flourish in the Arrowverse.

Stargirl’s Jennie-Lynn Hayden

Jennie-Lynn Hayden (Ysa Penarejo) is Green Lantern Alan Scott’s daughter on Earth-2, which is still technically separate from Earth-Prime while maintaining loose connections to the Arrowverse thanks to The Flash’s Jay Garrick appearing in Stargirl season 2. In Stargirl season 2, Jennie found Courtney Whitmore/Stargirl (Brec Bassinger) after her father’s ring led her to the Green Lantern, calling to her. She briefly trained with Stargirl and her stepdad, Pat Dugan, before leaving to go in search of her twin brother Todd, who was separated from her after their father's death.

There’s a lot of potential to explore regarding Jennie’s backstory and powers now that she’s in possession of the Green Lantern and ring. Considering Jennie has similar abilities to her father and has yet to fully hone her powers, she would make a great addition to Diggle’s young team. What’s more, it’s possible Jennie joining Justice U will finally provide answers about Diggle’s own discarded Green Lantern story, which keeps being teased with no concrete revelations about what it is he found at the end of the Arrow series finale.

Superman & Lois’ Jordan Kent

Michael Narducci, a writer and co-executive producer on Superman & Lois, is attached to write and executive produce Justice U. Considering Narducci’s involvement in developing the potential CW series, it makes sense one of the teen metahumans from Superman & Lois would appear. Jordan Kent, Clark Kent and Lois Lane's son, would be the likeliest choice considering he developed superhuman abilities like his dad. He also had a chance to meet Diggle in Superman & Lois season 1. However, Jordan has become a core part of the series and to shift him over to a completely different show, while not impossible, could change his intended storyline from Superman & Lois.

Legends of Tomorrow successfully managed to transition Sara Lance from Arrow without changing the core of who she is and she's flourished in a lead role on another show while maintaining her ties to the original. It would be interesting to see how Jordan fares with other young heroes who have powers — especially with him being the only half-Kryptonian around — and it could change the way he relates to people; he could feel less alone. But, Since Jordan has a twin brother and Superman & Lois is about family, it's more than likely he'll remain a part of the show rather than joining the Arrowverse's Justice U.
