While the franchise centered on Katniss Everdeen and her presence as a tribute igniting a new uprising, the First Rebellion was said to take place 75 years before the events of the Hunger Games series. The First Rebellion ended with the rebels forced to sign the Treaty of Treason, resulting in the development of the annual Hunger Games event as a reminder of the tension. Paylor abolished the Hunger Games, destroyed the arenas, and set up memorials for the victims of the recent tragic events. She also pardoned Katniss, allowing her to live out the rest of her life in District 12.

As for Panem's government structure after the events of The Hunger Games series, it was insinuated that Paylor set up a constitutional republic. This allowed the nation, including the encompassing districts, to thrive like they never had in their long history. It was important for the citizens to elect their own leaders so their voices could finally be heard. In doing so, the nation became more peaceful, especially since an annual event focused on violence was no longer implemented.

The Ballad Of Songbird And Snakes Is A Prequel Story

What happened after Mockingjay Part 2 may be explored at some point in the future, but the latest installment of The Hunger Games franchise does not offer any new insight. The Hunger Games: The Ballad of Songbirds and Snakes is a prequel series taking place after the First Rebellion but before Katniss' time in the story. Instead, it is an origin story of Coriolanus Snow and his love story with a tribute from District 12 named Lucy Grey. While the Hunger Games had already been established, the movie shows its early days and the changes that were made over the years.

The prequel movie and its success at the box office suggests that there is still a lot of interest in continuing The Hunger Games franchise which could mean some answers to what happened to Panem after Mockingjay Part 2. However, while The Ballad of Songbirds and Snakes is based on a book by Susan Collins, she has yet to write anything taking place after the events of Mockingjay Part 2.
