One of Grand Theft Auto 4's DLC characters would have been much more suited to a role in the main story. For the most part, the GTA 4 DLCs do a decent job of explaining other events taking place in Liberty City's underworld during the time of Niko's adventure. One character would have been a better fit for Niko's story than the DLC they were a part of.
The Ballad of Gay Tony is one of GTA 4's two main DLCs, offering a new playable character and plot. In this DLC, the player takes the role of Luis Lopez, the bodyguard of nightclub mogul Gay Tony. While single-player DLC is arguably on the decline overall, The Ballad of Gay Tony was a decent addition for its time. Tony is buried in debts, and Luis has to take on various missions to either earn money to pay them off, or erase them entirely. It's rather interesting among GTA stories in that the main character's goals do not involve rising up the criminal ranks at all. He's only breaking the law because it's the quickest way to clear Tony's debts.
GTA 4 Could Have Used Brucie's Brother In The Main Plot
One of the characters that Luis works for in the game is Mori Kibbutz, the older brother of GTA 4 fan-favorite Brucie. Like his brother, Mori has a big ego and loves to talk himself up. Unfortunately, Mori lacks Brucie's comedic moments and genuine friendliness, instead being a purely unpleasant character that the player has to work for regardless. Mori could easily be one of Grand Theft Auto's worst quest givers due to his attitude alone. It should say something when the most satisfying part of Mori's role in the game is when he gets punched by Brucie. He's an unwanted presence that the player has to put up with.
GTA 4's Mori Would've Been More Effective Against Niko
Mori's antagonistic nature would have been a better fit for Niko's story. Niko has a fairly strong connection to Brucie, so introducing Mori through him rather than having him as a random quest boss would have felt more natural. Not to mention, seeing how Mori's constant bullying gets to Brucie could give Niko a new perception of the guy he normally sees as an overenthusiastic musclehead. With a lot of rivalries such as the one between Grand Theft Auto 4's Dwayne and Playboy X in the game, a clash between Brucie and Mori has potential. It would also be interesting to see how the calm, stoic Niko would react to the obscenely arrogant Mori if the two were to meet.
Of particular note is that Mori is a criminal, something his jobs for Luis make abundantly clear. This makes him a good potential antagonist for Niko to confront. An arc with him could have involved him sabotaging Brucie's businesses to keep his brother from surpassing Mori's own success, with Niko having to play defense on Brucie's behalf. This would have been a more fulfilling arc than the seemingly random hits and car thefts Brucie sends Niko on in the game proper. Not only that, but it would let the player strike directly against the detestable Mori. Niko went through a lot before GTA 4, but that wouldn't keep Mori from being one of the most unpleasant people he's encountered.
Mori was one of GTA 4's most unlikable characters, but he would have worked better in the story that suited him better. Him being an antagonist to Niko and Brucie would have been a better use of his character than making him a jerk that Luis does jobs for. By putting Mori in the wrong story, Grand Theft Auto 4 missed a big opportunity.
