Much of Gotham's second season so far has been focused on Jerome Velasco (Cameron Monaghan), the kid with red hair and a haunting laugh who many viewers thought would go on to eventually become the Joker. He came onto the scene in Season 1, accused of murdering his mother and incarcerated at Arkham Asylum, but was released along with a select few other inmates by Theo Galavan (James Frain).
Yet while criminal mastermind Theo and his sister Tabitha have been slowly taking over Gotham City, new crime boss Oswald Cobblepot aka the Penguin (Robin Lord Taylor) has been suspiciously absent. He's been laying low, but Cobblepot is now coming back to the show with a vengeance. In last week's episode, Theo made the mistake of kidnapping Cobblepot's mother and blackmailing Cobblepot so he can run for mayor. And as a result, Nathaniel Barnes (Michael Chiklis), the new captain of the GCPD, has set his new strike force on the Penguin.
A new clip (above) from next Monday's episode, titled "Scarification," features the new strike force raiding one of the Penguin's operations and being greeted by a rocket launcher. This is clearly a new one for Captain Barnes, who is really surprised by the advanced weaponry, leaving Harvey Bullock (Donal Logue) to simply reply, "Welcome to Gotham, Cap."
Captain Barnes is proving to be an interesting new addition to Gotham because he doesn't play by the city's rules. He then agrees to hit the Merc, which James Gordon (Ben McKenzie) says sells most of the heavy weapons in town, even though they've remained untouched until now by paying off half the city council. It's probably safe to say that the Penguin isn't going to be happy about Gordon revealing that little piece of information.
Of course, as Captain Barnes continues his fight against crime in Gotham City, Galavan and the Penguin will need to upscale their own operations. The two will join forces in this week's episode with another one of Gotham's dangerous families, and a rivalry between the Waynes and the Galavans that resurfaces will also keep Gordon's hands full.
Matters are clearly only going to get much worse for everyone in Gotham City, paving the way for Bruce Wayne to eventually become Batman. Galavan and the Penguin's new truce is only temporary, since Mrs. Cobblepot is still being held prisoner. A bunch of new villains are on the rise, including Edward Nygma, who is a ticking time bomb waiting to happen. And as Captain Barnes puts more and more pressure on crime in Gotham, the villains will increasingly push back.
