In The Flash #791 by Jeremy Adams, Roger Cruz, Wellington Dias, Luis Guerrero, and Rob Leigh from DC Comics, the Earth's speedsters deal with the fallout of The Fraction's arrival, as the Earth is frozen for everybody except the speedsters. The alien villains are trying to conquer Earth and mine its resources, just as they've destroyed other planets using their incredible speed in minutes. While The Flash family deals with the potential death of Iris West and the fallout from The Fraction's arrival, the conquerors unleash a new weapon against Earth, revealing Miss Murder, who appears to be the speedster version of The Batman Who Laughs.

Miss Murder's powers aren't fully revealed in the issue, but it seems safe to assume that she's The Flash Who Laughs, as DC's Flash heroes get a speedster equivalent to The Batman Who Laughs. Hailing from the Dark Multiverse, The Batman Who Laughs is the darkest version of Bruce Wayne, as the terrifying Batman/Joker hybrid nearly conquered the Multiverse. DC Comics has also introduced a few more "Who Laughs" versions of heroes, including villains representing the darkest sides of Supergirl and Harley Quinn.

Like the Batman Who Laughs, Miss Murder sports a spiky mask while having chained alien dogs (opposed to BWL's Robins). The issue even mentions she was captured in the "dark world" The Fraction invaded, implying the new villain comes from the Dark Multiverse. It remains to be seen what Miss Murders is capable of, but considering the "60 Second War" only allows speedsters to operate in the war, it's safe to assume she is a speedster in her own right, or at the very least, can act in a world frozen in time.

The Fraction's secret weapon, Miss Murder, is set to be a major player in the "60 Second War" as the new villain will pose a significant threat to The Flash and the speedster's family.
