At the time of the production of this article, the Luminous Legends X is taking place. This event is focusing on Fairy-type Pokemon and those who originate from the Kalos region. While it is possible for players to encounter a Shiny Meowth during this event, it would be extremely rare since the spawn rates are favoring Kalos Pokemon. From experience, your best bet to hunt it would be waiting until there is no event happening or until there is another Kanto-themed event.
Players can increase their chances of finding Shiny Meowth by using a Lure Module or Incense item to increase the spawn rate of all Pokemon. It's not impossible for Meowth to appear, but Pokemon in the event will appear much easier. It will require a bit of patience. Alternatively, players can hatch a 7km egg for a Shiny Alolan Meowth. It's not a Kanto Meowth but it is the next best thing with an easy way to grind for it. Just continue to use 7km eggs until it appears. It won't be too long until a new event is centered around Kanto. It's Niantic and the Pokemon Company's biggest cash cow. It's only a matter of time before Meowth is easier to encounter.
