The Shinra Electric Power Company, or Shinra Inc., is an organization in Final Fantasy 7 Remake at the heart of Midgar which serves as an industrial enterprise that supplies Mako energy to the people of FF7's starting city and beyond, but at the cost of the planet. The company plays an antagonistic role in the game as nearly all major characters have been negatively impacted by Shinra, including some of its own employees.

Shinra is composed of a handful of powerful departments that have all affected the world of FF7 Remake at one time or another. It is first and foremost a power company although it started out as a weapons manufacturer. Upon discovering how to refine the planet's life energy - "Mako" - from the Lifestream, the company capitalized on it by installing Mako reactors worldwide, making Shinra a rich and influential organization.

After learning about the fabled Promised Land from the ancient Cetra civilization, Shinra aims to find and occupy it due to it being fertile with exploitable Mako energy. Despite many not even believing this place to exist, Shinra aims to erect Neo Midgar here, and believes Aerith, or a creation of their own with Cetra power, can lead it to the Promised Land.

FF7 Remake President Shinra Rufus and Darkstar

At the start of FF7 Remake, the head of Shinra is its founder and president, simply known as President Shinra. He's a greedy and ambitious man who dreams of building Neo Midgar in the Promised Land and tries to accomplish this by any means necessary. His son and heir is the Vice President, Rufus Shinra, who has little love for his father and dreams of taking over his company. Rufus has a pet named Darkstar, a military canine enhanced by Shinra's Research and Development Division.

There are five major departments under Shinra. The Advanced Weaponry Division is led by Scarlet, a ruthless woman with cackling laughter who is shown overseeing the development of a new Materia in FF7 Remake. Heidegger leads the Public Safety Division, and similar to Scarlet, is cruel with a characteristic horse laugh.

Palmer is portrayed as a giddy coward and is head of the Space and Aeronautics Department, which became mostly defunct after Mako energy started being refined. Reeve Tuesti leads the Urban Planning Division and seems to be the only high-ranking Shinra employee who legitimately shows concern for Midgar's citizens.

Professor Hojo is head of the Research and Development Division (R&D) which manufactures the Shinra's army Materia. It's also responsible for secret and often immoral experiments like creating monsters for military use and injecting Mako into human subjects - which, when successful, creates SOLDIERS. Failures result in monstrous beings who've gone mad from Mako poisoning. Hojo is the mastermind behind the Jenova Project and is obsessed with his Jenova Reunion Theory in FF7 Remake. He comes off as condescending and only cares about his scientific pursuits.

Under Heidegger is a group of skilled special agents analogous to an investigation bureau who are responsible for field work like recruiting for SOLDIER, gathering intel, assisting in security, and upholding the company's secrets. They're known as the Turks, and despite working under Heidegger, seem most loyal to Rufus Shinra -  doing his bidding no matter what it takes.

Although there are multiple members, FF7 Remake focuses on a select few: Tseng is the current no-nonsense leader, and the partners Rude and Reno work under him. They tend to balance each other out, as Rude is often seen as serious and a man of little words while Reno has a cocky, somewhat rebellious and chatty temperament. The second installment will likely add another notable Turk member not yet seen in FF7 Remake.

Also under Heidegger is SOLDIER, which is Shinra's elite branch of warriors with the highest rank being First Class and the lowest being Third Class - the division the motorcycle-riding "Speed Demon" known as Roche is in. Lower ranking public security soldiers and automated combatants also fall under Heidegger's department, and the company as a whole is littered with other employees like accountants, receptionists, managers, technicians, and the like, making it a huge and powerful force in Final Fantasy 7 Remake.
