Fear The Walking Dead sets up a potential future conflict between the main cast and World Beyond’s Civic Republic. With three separate shows, a big screen movie, and more on the way, the world of The Walking Dead is bigger than ever, but while each tells a separate story, one group connects the entire franchise - the Civic Republic. A massive network of settlements totaling hundreds of thousands, the Civic Republic is supposedly on a mission to save humanity, but its military is responsible for wiping out harmless communities without a hint of remorse, revealing a darker purpose.

The Civic Republic hasn't featured prominently in Fear The Walking Dead season 6, but that could change very soon. This season's main antagonist was, until recently, Ginny - the Negan-esque leader of the Pioneers. Though most of Morgan's friends resisted Ginny's tyrannical rule, Victor Strand, true to form, sensed which way the wind was blowing and joined her. Ginny charged Strand with the creation of an army, but refused to explain why. Fans might've assumed Strand's militia was intended as a countermeasure against Morgan, or Sherry's masked group, but "Things Left To Do" proved otherwise. Following Ginny's defeat, Strand assumed leadership of the remaining Pioneers, and warned Alicia that whatever threat Ginny was preparing for is still out there.

On one hand, Ginny's army might've been intended for a brand new group of antagonists, never before seen in the Walking Dead universe. But with the Civic Republic steadily developing into the overarching franchise villains, it would make a lot of sense if they were responsible for sending Ginny into a panic. Having destroyed any community who defied her, Ginny wasn't easily scared, and the heavily-armed Pioneers usually had no cause to fear rival communities. But the Civic Republic isn't your average settlement, and as stoic as Ginny might've been, she was also deeply pragmatic. If Ginny had even the slightest inkling of the Civic Republic's numbers and resources, even she would be frightened into raising an army.

The Civic Republic are deeply secretive, but Fear The Walking Dead season 6 makes it plausible that Ginny knew about them. In "Alaska," Dwight and Al discovered a Civic Republic rendezvous point designated "drop site Baker" atop an office building, where CRM (Civic Republic Military) helicopters resupply. The office block doesn't fall within Ginny's usual stomping grounds, but it's certainly near enough that one of her rangers could've noticed a helicopter making frequent landings. The Pioneers perhaps even intercepted the CRM's radio communications, just like Al. This information alone would've made Ginny realize how dangerous the Civic Republic was, motivating her to create an army.

The Pioneers don't have much the Civic Republic would deem worthy of seizing - apart from an oil field. However expansive the Civic Republic may be, a source of oil would be invaluable. Should the Civic Republic find out about the oil field, those formidable black-clad soldiers would quickly descend.

The Civic Republic becoming Fear The Walking Dead's next big villains would resolve a few lingering plot threads. Al still needs to find closure with Isabelle, and the star-crossed lovers are certain to meet again sooner or later. Could it be on opposite sides of a battlefield? The Civic Republic is expected to feature in The Walking Dead's upcoming Rick Grimes movie. If Morgan and his people get themselves captured by the CRM in Fear The Walking Dead, Lennie James could then appear alongside Andrew Lincoln on the big screen, bringing closure to their unresolved story. Considering the grandiose setup, the Civic Republic will surely play a massive role in The Walking Dead's future, but the main series has only a single season left, which will be dedicated to the Commonwealth and the Reapers. Where better to tell more of the Civic Republic's story than Fear The Walking Dead season 6.
