Emily VanCamp addresses the theories that Sharon Carter is secretly the Power Broker in The Falcon and the Winter Soldier. Agent 13's much-anticipated return to the MCU happened in the show's third episode where she's revealed to have made a life for herself in Madripoor. There, she was reunited with Sam and Bucky again, as they traveled with Zemo to the island in the hopes of getting to the bottom of the current super-soldier serum supply that the Flag-Smashers have stolen and used on themselves.
It's been years since Sharon was last seen in the MCU; after she was labeled enemy of the state for her involvement in Team Cap's action during Captain America: Civil War, she had to go underground so as to not get arrested. She was still in hiding when the events of Avengers: Infinity War unfolded. Now that the Infinity Saga is over, The Falcon and the Winter Soldier catches up with her as she now deals art in the black market in Madripoor. However, it's possible that this isn't her only means of income.
After The Falcon and the Winter Soldier episode 3 aptly titled, "Power Broker" many are convinced that the mysterious character in the series is actually Sharon. Despite helping Sam and Bucky, there are a couple of clues that support this, including her final statement about having a couple of problems after Dr. Nagel — the scientist behind the latest versions of the super-soldier serum was killed. When asked by Variety about this, VanCamp was coy, but she did point out that there are a few more characters in the show that haven't debuted yet. VanCamp said:
Well, that’s a good question. I mean, the Power Broker could be anybody. Also, there are several characters that have yet to be seen. So, I mean, I can’t say anything.
For context, the Power Broker in the comics comes in the form of a company known as the Power Broker Inc. — a corrupt organization which main goal is to create super soldiers. Marvel Studios seems to have updated this and made the entity a character instead, who's using the moniker to hide their secret identity. Aside from the clues in The Falcon and the Winter Soldier's credits, the Power Broker was also behind the threatening text that Karli Morgenthau, the Flag-Smashers leader, received in episode 2. It turns out, she and her group stole the serums, and now that Nagel is killed, there won't be any additional supply of it.
Assuming that Sharon is actually the Power Broker, it's curious what her ultimate plan for the super-soldier serum is. That said, considering how jaded she has become since she was last seen in the MCU, it's not outside the realm of possibility that she's actually involved with bigger illegal dealings like this one. After all, she needed to toughen up and resort to illegal means to take care of herself after she was seemingly forgotten after Civil War. While The Falcon and the Winter Soldier left her in Madripoor, it's safe to say that her story in the show is not yet over.
