Footage for The Falcon and The Winter Soldier shows Bucky Barnes (Sebastian Stan) refusing to shoot Baron Zemo (Daniel Brühl), and here's why that could be. Over the last decade, Bucky has operated as a supporting character in the Marvel Cinematic Universe, but that will change in 2020. He's co-leading Marvel Studios' first show for Disney+ with Sam Wilson (Anthony Mackie), and both of them will be adjusting to life without Steve Rogers aka Captain America.

This new chapter of their lives, though, will bring them back into contact with Cap's former enemy, Baron Zemo, and introduce an evil super soldier, John Walker aka U.S. Agent (Wyatt Russell). Even though production is ongoing ahead of a release later this year, Marvel has already shared some official looks at The Falcon and The Winter Soldier. Footage from the series showed Sam practicing his shield throwing, U.S. Agent being celebrated by the public, and an intriguing shot of Bucky and Zemo together. The quick scene has Bucky holding a gun at Zemo's head before lowering it and letting bullets drop from his vibranium hand.

Bucky and Zemo's reunion here is clearly confrontational and at least a part of Bucky wants to shoot Zemo. After all, Zemo did frame Bucky for a mass bombing and mess with his brain - so why doesn't he pull the trigger? There are multiple options in play, even without knowing exactly why the two are face-to-face. For instance, Bucky might be trying to do what Steve would in this situation or he refuses to do what he thinks Zemo wants him to do. Both are plausible explanations for this exchange, but the decision to not shoot Zemo may also back up theories that Zemo is more friend than foe in The Falcon and The Winter Soldier.

From the various batches of set photos that have circulated from The Falcon and The Winter Soldier's production, Zemo has surprisingly been shown with Sam and Bucky quite often. This has led to a belief that Cap's best friends have to work with Zemo during the series. Whether this is at the request of the government or their own doing is not known, but this would explain Bucky's mindset in this scene. He may want to kill Zemo for their history and not being able to trust him, but Zemo could also possess skills or information that Bucky and Sam need to accomplish their mission, hence Bucky's frustration here. To be fair though, the truth behind Bucky's decision could be a combination of all of the ideas mentioned previously.

Whatever the case may be, this early footage for The Falcon and The Winter Soldier sets up a confrontation on some level between Bucky and Zemo. Thanks to the six-episode format of the series, fans should expect this relationship to be thoroughly explored. Plus, this footage has no indication as to what Falcon is feeling about potentially working with Zemo, and he'll bring his own ideas and feelings to the dynamic. And with Bucky itching to kill Zemo or show him that he won't do it, how The Falcon and The Winter Soldier decides to evolve these characters is one of the most intriguing aspects of the show.
