Vegeta discovered this ability during the Tournament of Power, which was a battle between eight teams of ten warriors to determine the fate of the multiverse. After watching Goku access the incomplete Ultra Instinct form in his first showdown with Universe 11’s Jiren, Vegeta grew frustrated. Once again, Goku had shattered his limits. Vegeta had long grown tired of Goku being one step ahead of him. Later, during his own battle with Jiren, Vegeta was motivated both by his desire to keep up with Goku and his promise to wish back Universe 6 to become even stronger. Instead of following in Goku’s footsteps and pursuing Ultra Instinct, Vegeta headed down a different path and became the first character ever to reach the level of Super Saiyan Blue Evolved.

Vegeta is at the height of his power in the anime when he’s using Super Saiyan Blue Evolved, but exactly how strong is it? This question has been answered by Megumi Ishitani, who directed episode 131 of Dragon Ball Super. Ishitani has explained that in terms of strength it’s “about the same as Goku’s Blue Kaio-ken” [via Twitter]. Prior to the tournament, Goku was at his strongest when using the Kaio-ken technique while still in his Super Saiyan Blue form. It was with this power that he was able to overpower Hit, beat Ultimate Gohan, and fight Top to a stalemate. So there’s no question that its power makes Vegeta one of Dragon Ball Super’s strongest fighters.

It’s important to note that Super Saiyan Blue Evolved Vegeta is stronger than Goku’s full power as it was before the tournament, since Vegeta had the power to bring down Top (even after his transformation into a God of Destruction). This victory was easily Vegeta’s most impressive feat yet, given the difficulty that Goku, Android 17, and Gohan had with him. In this state, the only two fighters in the Tournament of Power who would still be above him at this point would be Jiren and Goku.

It’s also possible that Vegeta’s Super Saiyan Blue Evolved is actually better than Goku’s Super Saiyan Blue Kaio-ken, when taking into consideration the physical toll the Kaio-ken technique takes on Goku’s body. Vegeta and others felt that Goku was being foolish the first time used it, and it is true that because of the energy it consumes, he can’t use it for long. Goku is generally exhausted after using the two abilities in conjunction with each other. Vegeta, however, isn’t held back by the same problems. But even if it is superior in a certain way, it’s outclassed by Goku’s completed Ultra Instinct form. This was made clear when Goku did what Vegeta couldn’t and overwhelmed Jiren. That being said, Vegeta is sure to continue training his Super Saiyan Blue Evolved state (as he's been shown to do in the manga continuation) in the hopes that he'll eventually surpass Goku.
