Warning! Spoilers ahead for Dragon Ball Super chapter 80!

The leader of the villainous Heeter Force, Elec in Dragon Ball Super is proving to be more twisted than Dragon Ball Z's Dr. Gero, more famously known as Android 20. That's because of who Elec actually manages. Unlike Dr. Gero, all of the Heeter Force members are part of the same family.

As leader, Elec's role is obviously to serve as the mastermind behind every Heeter Force initiative as he prefers the power of intelligence over military force. Anything that requires violence, Elec leaves to his siblings, especially the main muscle Gas. In fact, Elec recently wished to the eternal dragon Toronbo for Gas, not himself, to become the strongest warrior in the universe to overpower their former ally Granolah. Elec just took his position to a whole other twisted level in chapter 80 by removing a headdress that prevented Gas from going berserk with the intent of truly making him their universe's most powerful fighter.

Dragon Ball's Dr. Gero before he became Android 20 in DBZ is especially like Elec as the mad doctor wholly depended on the Red Ribbon Army to carry out his dastardly deeds while he worked in the shadows. In Dragon Ball Z, Dr. Gero continues down this same path except with his own androids he built. Although Dr. Gero fights as Android 20, it's important to point out how he pursues combat in this form and the reason behind why he chose to become an android in the first place, especially one that's capable of great destructive power. He only constructed an android body for his brain so he could attain eternal life, so why not make a shell capable of fighting as well?

As Android 20, Dr. Gero does get his hands dirty, but he greatly depends on his creations and even lets them battle more powerful enemies instead of him. For example, he lets Android 19 take on Goku and then Vegeta while he dealt with the other, unimpressive Z warriors. After Vegeta destroys Android 19, 20 doesn't wish to prove himself against his Saiyan adversary. He only absorbs the energy of the other Z warriors to defeat Vegeta because he doesn't trust his other creations. But once he realizes he can't win, he actually risks awakening Androids 16 and 17 rather than trying to fight himself. That's because he isn't a warrior. He might enjoy bloodshed, but his ego and personality aren't based on his skill as a fighter. It's also telling that Dr. Gero created his other androids first before building one to house his brain.

So why is Elec more twisted than Dr. Gero? Both are geniuses who use others to act for them. They also have close ties to their warriors. The difference is that Elec sends his own flesh and blood into battle when Dr. Gero sacrifices his own creations. Additionally, Dr. Gero clearly doesn't have any emotional ties to his androids as he's referred to Android 16 as a failure and even flat-out threatens Androids 17 and 18. Elec is far more disturbing, since he uses his family as mere pawns. That said, it's unclear whether he actually cares for them, and sacrificing their lives regardless of his feelings would be quite dark. It's possible that Elec cares for their well-being since he might not have actually risked Gas losing control when he removed his headdress.

Dragon Ball Super never showed Elec's interaction with the eternal dragon Toronbo when he wished for Gas to become the strongest warrior. And since Toronbo divulged more information about wishes and their consequences to Granolah, it's possible he did the same with Elec about what Gas was capable of. Regardless, Dragon Ball Super's Elec is still more twisted than Dr. Gero even if he doesn't care about his family.
