Warning: contains spoilers for Dragon Ball Super chapter 80!

The Granolah Saga of Dragon Ball Super is coming to a head following last chapter's reveal of Gas' power, and while fans may think of Frieza as one of the franchise's cruelest villains, Elec is vying for that title as it becomes clear he won't be satisfied until Granolah's dead, even if his brother suffers greatly in the process.

Elec and the Heeters used the Cerealian Dragon Balls to make Gas the strongest fighter in the universe - the same wish Granolah made first. Mathematically, at least, Gas should be more powerful, but Granolah has continued to hold his own in the fight, even after Gas' last transformation. While Goku and Vegeta are nearby, they're both tapped out and wouldn't be able to contribute much more than a distraction. Whether it ends in victory or defeat, Granolah has to finish this fight on his own.

In chapter 80, Granolah fairs quite well initially, managing an attack that seems like it could end the battle. With Gas up against the ropes, his fellow Heeters Oil and Maki rushed over to check on him. But Elec, the Heeter's leader, isn't worried about Gas' safety at all; instead, he has approached to remove Gas's headband, which it turns out was a power limiter. Gas' body once again mutates in what looks to be a horribly painful way, and he then begins rampaging as a mindless, Hulk-like being. While it certainly manages to deal a lot of damage to Granolah, Oil and Maki are horrified, fearing that Gas might lose his mind forever. Thankfully, Gas manages to get back under control and takes on yet another new form.

From the context, it's clear that Elec knew what removing the headband would do, and he simply didn't care. Oil and Maki continue to protest, saying that this has gone very badly in the past, so in spite of his confidence there doesn't seem to be any reason for Elec to think that Gas can control his new level of power, other than a vague claim the recent wish might help. It doesn't even come across as a last ditch attempt at grabbing victory, but rather like this was always part of his plan. While Dragon Ball's most famed nemesis Frieza has a reputation for extreme cruelty, even to his own minions, Frieza is at least willing to put his money where his mouth is and fight directly. Elec can't even say that, and this isn't some random minion - Gas is his brother, and he's already been made to endure one radical transformation to his body as a result of the Dragon Balls.

There can be no doubt about the fact that the Heeters are bad guys, since their job is stealing planets and committing genocide, but at least Oil and Maki seem to care for their sibling. There's no indication Elec cares about anything besides money, which may well make him the most evil villain that Dragon Ball Super has had its heroes face yet, including Frieza.
