The Doctor Doom movie script is complete, but it is now ultimately up to writer and director Noah Hawley to sell Marvel Studios on the idea of making it. Hawley first announced he was working on a Doctor Doom movie at San Diego Comic-Con 2017.

Doctor Doom was one of the many Marvel characters owned by Fox. So when Disney completed its acquisition of Fox, the fate of the movie was up in the air. Disney ended up canceling several Fox Marvel film projects, with Doctor Doom reportedly being one of the shelved movies. However, Hawley recently revealed he is continuing discussions with Marvel Studios head Kevin Feige about bringing the Doctor Doom movie to life. Hawley has gone on record as stating the project is "far from dead."

In an interview with Deadline, Hawley, who recently wrapped up the TV show Legion, revealed the script for Doctor Doom is complete and it is now up to him to convince Marvel to make the movie. It certainly seems like Marvel Studios is still interested. Could Doctor Doom be one of the few Fox Marvel projects that gets to see the light of day? When asked about it, Hawley said:

"I mean, where it stands is now that the movie is done and Legion is done and I’ve taken a little time off because someone told me there was this word “vacation,” which means you don’t work, which sounded really interesting to me. But you know, I need to circle back to them and announce that I would love to make it and figure out if that’s something that is possible. Whether or not they already have a plan in place for what to do with those characters or whether they’re open to my kind of vision for what to do with those characters. But it’s sort of on me right now to go push them, which I will do as soon as I come up for air."

Doctor Doom is the main protagonist in the Fantastic Four universe. The Fantastic Four has seen several movies made under the Fox umbrella. However, once Disney bought Fox, rumors surfaced Fantastic Four would get a reboot movie to put it in the Marvel Cinematic Universe. Those rumors proved right: Marvel officially announced a new Fantastic Four movie at San Diego Comic-Con 2019. It's a rare occurrence when a supervillain gets his own film. But Doctor Doom's comic book history with both the Fantastic Four and the Avengers could make him the exception to this.

There is also a lot of support within Marvel for a Doctor Doom film. Avengers: Endgame directors the Russo Brothers have expressed interest in seeing Doctor Doom within the MCU. Marvel fans have also shown support for Hawley's project. After all, Doctor Doom is one of the most popular supervillains in Marvel history. A movie devoted to the character could potentially do well at the box office. Doctor Doom would be the first supervillain movie for the MCU, but it's undoubtedly something Marvel Comics fans would love to see on the big screen. Now it's up to Hawley to continue his meetings with Marvel Studios to get the Doctor Doom movie off the ground.
