Both of them spend a significant part of their lives underwater, but they also venture into the dry world to see more of it. Wonder Mulan
You might not realize it at first, but as soon as you start thinking about it, it becomes obvious that Mulan and Wonder Woman have a lot in common. Batgirl would probably fit Cinderella's story better since Barbara Gordon also grew up with just one parent, her dad, and she's younger than Kate Kane.
