Foggy Nelson will "evolve emotionally" and continue to step out of Matt Murdock's shadow in Daredevil season 3. The Foggy character has already evolved a good deal since he made his Marvel Cinematic Universe debut in Daredevil season 1 - having gone from being Matt's fun-loving sidekick to taking a job at the prestigious law firm Hogarth, Chao, and Benowitz, and even serving as Luke Cage's own legal representative on multiple occasions (most recently, in Luke Cage season 2).
Like most everyone else in New York, Foggy starts out Daredevil season 3 believing that the Devil of Hell's Kitchen (and, thus, his BFF Matt) was killed when the Midland Circle building collapsed during last year's The Defenders miniseries. Matt nevertheless decides to keep his survival a secret from Foggy when the third season gets underway, even though Matt himself is "physically incapable" of being Daredevil upon his initial return. As a result, Foggy is forced to forge on by himself and become more of his own man in Matt's absence throughout a sizable chunk of season 3.

When Screen Rant visited the Daredevil season 3 set earlier this year, Foggy Nelson actor Elden Henson told us that showrunner Erik Oleson actually asked him what he would like to see from his character's arc this season, before production began. Here's what Henson had to say on that subject:
I spoke to Erik [Oleson] before the season started and he was nice enough to ask what we were hoping for with our characters and one of the things I brought up was wanting to see Foggy evolve emotionally and he’s really done that this season. I think Foggy has stepped out from Matt’s shadow a little bit and sort of become his own man in some ways. Yeah it’s been exciting, Erik’s done a really great job this season. Not just with my character, but with everybody’s [characters]. It’s going to be a good season.
Henson further confirmed that "we get a look into [Foggy's] home life [and] meet some of his family" and added that season 3 "feels much different than in seasons past, but at the same time also familiar in a lot of ways". The actor went on to clarify that one of the things that won't change this season is how Foggy feels about Matt, even after everything they've been through so far:
In this season we’re starting to see Foggy gain some confidence but I think there is always going to be that connection that he has with Matt and I don’t think that underneath it all Foggy really cares about the money and the success as much as he cares about his best friend.
While he will no doubt remain a supporting player in Daredevil season 3, it's nonetheless encouraging to hear that Foggy will continue to develop this season. One of the common criticisms of Daredevil season 2 is that Foggy (essentially) wound up spending most of the season complaining about Matt's double-life as Daredevil... and not much else. By the sound of things, season 3 will provide the character with some course correction in that regard and continue to build on his progress in the MCU since season 2 premiered two years ago.
