Players will need to find three different pieces of evidence for unlocking the Floppy Disc beforehand. Here's where to find it.

  • Coded Message: Located in the Nowhere To Run mission. At the end of the mission, the player will need to threaten Quasim without killing him to get the evidence.
  • Audio Reel: Located in the Brick in the Wall mission. Players can find an audio reel on a table inside of the warehouse. It will be right after freeing the informant.
  • Observer: During the Redlight, Greenlight mission, players will find it on the front page of the Observer in the '80s bar.

Now that you have all the evidence, all that is left to decrypt the floppy disc. For starters, the player will need the passphrase. With the coded message, red and blue numbers will appear so sort out the missing numbers and put them together. This will reveal the name of the city that is the passphrase.

Now, look at the Observer clue to find a scrambled message on the front cover. Fixing it will reveal another cities location. Now, put these two together to get to code to decrypt the disc. This will complete the quest of Operation Chaos.
