Marvel has officially confirmed that Captain America 4 will be called Captain America: New World Order, a title that has a couple of possible meanings and hints at the director for Sam Wilson's (Anthony Mackie) first movie as the new Cap. Sam officially transformed from Falcon into the new Captain America in The Falcon and the Winter Soldier, having initially been given the shield by Steve Rogers (Chris Evans) at the end of Avengers: Endgame. Shortly after Falcon & Winter Soldier's ending, it was reported that Captain America 4 was in the works with Mackie returning, and Captain America: New World Order was confirmed at San Diego Comic-Con 2022.

Coming as part of Marvel's Phase 5 slate, Captain America: New World Order is one of the biggest upcoming MCU movies, and the first film to be completely centered around a legacy hero. Since Falcon & Winter Soldier explored so much of Sam's journey to accepting the Captain America shield, then New World Order will be able to pick-up with him a little more established, but few other details about the movie have been confirmed so far. Still, the title alone leaves room to speculate on.

Interestingly, the idea of New World Order has already been explored with Sam Wilson's Captain America. Indeed, The Falcon & The Winter Soldier episode 1 was titled "New World Order," and the show explored that further with the Flag-Smashers looking to help maintain the world without borders that had arisen after Thanos' Snap was reversed and Earth's population was restored. Although the show had seemingly wrapped that up thanks to Sam's impassioned speech, Captain America: New World Order's title suggests it could be showing more of either that fallout, or further from an ever-changing world as the multiverse continues to open up. It also fits in quite a meta way, as the MCU's new order of heroes is led by Sam's Captain America. Alternatively, it could be a nod to the New World Order from Marvel Comics, which has links to a classic Captain America villain: Red Skull.

In Marvel Comics, New World Order is a supervillain organization founded by Red Skull and including characters such as Juggernaut and Mentallo as members, with the intent of achieving world domination. New World Order doesn't have a massively storied history, but it does involve a run-in with the Hulk, whom they brainwash and (for a time at least) turn into a weapon to use against the Avengers, before eventually being defeated. Their operations would continue for some time after that, albeit without the Red Skull's involvement. There's not a huge amount of that to directly translate to the MCU now, but it could serve as the basis for Captain America: New World Order's story still: a secret group formed by Red Skull that still exists in some form, or a new version of it that looks to honor his legacy - which would fit with the idea of Hydra remnants as well - and looks to establish the titular order of Captain America 4.

Red Skull's return would be unlikely, given it's unknown what happened to him after the Soul Stone was taken from Vormir, but there is thematic value in a group being started or inspired by him: the legacy of Captain America vs. the legacy of Red Skull, meaning New World Order would nicely reflect Captain America: The First Avenger while also fitting with the story and themes established in Phase 4 as well. Of course, it's possible that Captain America: New World Order's title has nothing to do with it - Marvel ignores the comics plenty - and is more related to Flag-Smashers, post-Avengers: Endgame fallout, or something totally, well, new.
