The thing to keep in mind is that there isn't a singular best weapon in the game. Instead, players will want to acquire better versions of weapons that fit their playstyle the best. Horizon Zero Dawn: How to Buy The Best Weapons

Horizon Zero Dawn War Bow

There are five main weapon types that players will want to use in Horizon Zero Dawn: the War Bow, Hunter Bow, Sharpshooter Bow, Tearblaster, and Ropecaster. Each of these weapons will provide players with different strengths and weaknesses while they play. The bows will allow players to deal damage against their enemies. The Tearblaster can be used to knock off an enemy's armor or resources, and the Ropecaster is used to tie enemies down and restrict their movement. Players will need to learn how to use each one of these weapons effectively while engaged in combat.

There are upgraded versions of each of these weapons that will improve their abilities and stats as the game progresses. Players won't be able to purchase all of the upgrades at any store though. The first few areas' stores tend to only carry the first few versions of weapons. If players want to acquire the best version of their weapons, the Shadow versions, they will need to wait until at least the halfway point of Horizon Zero Dawn. The best place to acquire Shadow weapons is for players to wait until they have access to Meridian and find a shopkeeper in or around the area.
