Much like The Akatsuki from Naruto, Kara is an organized crime syndicate and the main antagonist threat in Boruto: Naruto Next Generations. The organization's structure is divided by authority and powers, Inners possessing more of both than Outers.

With each member of Kara bearing distinct and impressive abilities, they are proving to be an exhausting opponent in the manga. However, the spectrum of power showcased by Kara members is quite extensive, and despite almost every member receiving some technological enhancement, some members undoubtedly are stronger than others.

Bug

An Outer member of Kara under the jurisdiction of Boro, Bug has no known abilities. It is not known if he possess any jutsu or has any fighting experience. He is merely a supporter of Kara and their objectives, performing brunt work for Boro.

Considering him as a typical human with the sole responsibility of maintaining one of Boro's hideouts and watching over the cyborgs Boro has stolen from Kara, Bug has the lowest power set of the known Kara members.

Garō

Garō, another Outer member, has had his body extensively modified by Amado. Both of his arms are replaced by prosthetic Ninja Technology. However, despite this, he is a formidable hand-to-hand combat fighter with immense strength and uses this advantage repeatedly during his fight with Kawaki.

Likewise, his Ninja Tech also allows him to fire powerful and rapid bursts from his prosthetic hands. Though clearly a capable fighter, he relies too heavily on his brute strength and enhanced power. Garō falls rather quickly to an inexperienced Kawaki.

Ao

Ao is the only Kara member that is present in both Boruto and Naruto. However, his ideologies are vastly different between the two series. In Naruto, he is a member of the Allied Shinobi Forces and counsel to the Mizukage, while in Boruto, he is an Outer member of Kara.

Similarly, Ao's abilities differ between the two series. While still able to manipulate ninjutsu and powerful Water Release, Ao's body is upgraded with Ninja Tech, allowing him to use Fire Release in the form of projectiles, wield a double-sided energy sword, and control a group of attack drones. Losing to a powerful genin in Boruto, Ao's powers fall short of the capabilities of the Inners.

Victor

Though the first member of Kara to be killed in the manga, Victor is quite a powerful character. Capable of wielding all 5 changes in chakra nature, Victor is shown in the anime going toe-to-toe with Orochimaru and overpowering Konohamaru.

Similarly, his body is capable of rapid regeneration, even replacing his head after Orochimaru decapitates him. However, his regenerative powers are incomplete and he lacks awareness as Koji Kashin kills him quite easily after hiding out in his lair.

Amado

Similarly intelligent and analytical to Shikamaru, Amado is responsible for all of the body modifications and technology featured by the organization. Amado's capabilities reside in his capacity to augment the strengths of others, his skill to craft ninja tools for his own use, and his knowledge of his opponents.

So far, Amado has yet to be seen in a fight, other than when restraining Shikadai. However, his true fighting abilities remain unknown. With his entire character shrouded by mystery and self-preservation, this methodical man could reveal himself to be more powerful than just his intellect as the series continues.

Delta

A common ability of Kara members is regeneration; however, Delta's "regeneration" is different, merely activating a new body once her old one is damaged or destroyed thanks to the drone harbored on her back. Adept in taijutsu, most of her attacks are physical-based - she shows no ability for ninjutsu.

Delta's body permits her to transform her legs into destructive weapons and absorb ninjutsu via her eyes. The redirected beam from her eyes negates a target's ability to regenerate their body. Despite going neck-and-neck with Six Paths Naruto, he was not fighting at full strength in order to lure her away from Boruto, Kawaki, and Himawari and hopefully capture her alive.

Boro

Boro definitely is more skilled than merely his body modifications. Thanks to his speed and strength, he is skilled in taijutsu but also has a variety of powerful ninjutsu that he utilizes, including his Kekkei Genkai Lava Release.

With his abilities to proliferate an airborne virus and rapidly regenerate damaged or missing body parts, Boro proves to be a frustrating and overpowering opponent for Team 7. He is undeniably one of the most powerful Inner members of Kara.

Koji Kashin

A clone of the memorable Jaraiya, Koji boasts the largest breadth of abilities in Kara: at least 2 summonings, fūinjutsu, taijutsu, A-rank ninjutsu, perfect senjutsu. He is also a highly capable spy, using his toads as mediums or for surveillance.

Similar to his Sannin counterpart, Koji is an intelligent fighter, understanding his opponents' weaknesses and limitations and how to exploit them. He was easily able to defeat a weakened Jigen and an unaware Victor. He even put up a fight against Isshiki before escaping via his Steam Toad summoning.

Jigen/Isshiki Ōtsutsuki

Jigen's true identity is Isshiki Ōtsutsuki, Kaguya's partner. His powers are so vast that Jigen's body, an imperfect vessel, was unable to effectively host them. From immense chakra to Space-Time ninjutsu to intelligence and speed, Isshiki's presence in the manga was enough to disperse fear for the safety of the world.

Thanks to his dōjutsu, Isshiki can shrink himself or any non-living thing due to Sukunahikona and recall things from another dimension teleported by Daikokuten. Isshiki also harnesses the power of a Byakugan in one eye. Though his placement may be controversial, Isshiki falls short of other Kara members despite the jump in power between him and Koji largely because the extent and intensity of the remaining members' abilities has yet to be explored in the manga. However, Isshiki remains a menacing member of the organization.

Eida

Eida - a decommissioned cyborg stolen by Boro - is new to the manga. However, she demonstrates remarkable abilities, starting with her clairvoyance. Her dōjutsu, Senrigan, permits her to see and hear all that happens in the world, presently and up to the moment of her birth.

Similarly, Eida's presence makes all those who witness her infatuated, rendering her free from harm from anyone who is not a blood relative or an Ōtsutsuki. Eida finds her place above Jigen/Isshiki because it's not known if she has any more tricks up her sleeves and because Amado himself constructed her so that her powers exceeded those of Jigen. Why would Kara's leader order her to be disposed of if her powers are not a direct threat to his own?

Kawaki

Personally trained by Jigen to master the Kāma, Kawaki is an exceptional fighter. Along with his Kāma abilities, Kawaki's body modifications allow for rapid cell regeneration and manipulation (i.e. his limbs may be weaponized).

Once reawakening his Kāma, Kawaki's range and fighting style vastly increased, accessing all of Isshiki's abilities as well as ninjutsu absorption. Kawaki was rather effortlessly able to overpower Code and would have won if Code didn't rely on Daemon for help. The combination of the Kāma, his body modifications, and newly learned ninjutsu like Naruto's signature shadow clone Jutsu make Kawaki one of the strongest and most capable members of Kara.

Daemon

Daemon, Eida's younger brother, might only be a child, but his powers are enormous and, for the current moment, seem invincible. Similar to Eida, Daemon was constructed by Amado to have powers greater than Jigen. He too was ordered to be disposed of.

Daemon's trademark strength is to subconsciously and instantaneously reflect an opponent's attack back at them - the greater the intent to harm or kill Daemon, the stronger he reflects the attacks towards his foes. The depths of his abilities remain unknown, but he has yet to be touched by an incoming attack in the manga.

Code

Similar to Kawaki and Delta, Code's body modifications allow him to weaponize his hands into claws for fighting. Also, his claw marks permit him to freely pass through them as if they are portals. He is the only Kara member who had his power diminished through limiters.

Code's White Kāma grants him abnormally large combat power but restricts him from being able to absorb ninjutsu like Kawaki. Though already powerful, Code's limiters restrict the magnitude of his powers, so the full extent of his abilities remains unexplored.
