Cristin Milioti will play Sofia Falcone in the upcoming The Batman Penguin-centric spin-off show starring Colin Farrell. The news confirmed fan theories about the spin-off focusing on the seedy underworld of the corrupt Gotham and showcasing the dangerous mob families and criminals that plague the streets.

Although the Falcone family is among the most recognizable antagonists in the Batman universe, the Dark Knight has several other street-level villains that also deserve some recognition. From dangerous masterminds to cunning criminals, these villains have given the Caped Crusader a run for their money before.

Roxy Rocket

Created for Batman: The Animated Series, Roxy Rocket was one of Batman's most inspired enemies. She has no powers but can still give Batman a run for his money thanks to her acrobatic skills and her trademark rocket, which grants her an edge in battle.

Roxy is a skilled fighter, although she seldom engages Batman in hand-to-hand combat. She may never rise to the top of Batman's rogues gallery, but she is dangerous enough to make a name for herself among Gotham's gangs. Above all, Batman knows about her, meaning she considers her a significant enough threat to keep an eye on her.

Duela Dent

Duela Dent is everyone's daughter. She operated under numerous aliases, claiming she was the daughter of Joker, Catwoman, Ridler, Penguin, and Scarecrow before confirming she was Harvey Dent's daughter. Duela is often portrayed as having a gift for acrobatics and a penchant for clown-relater paraphernalia.

Although still in the minor leagues compared to other Gotham baddies, Duela Dent would still be a great villain for The Batman universe. She is the living embodiment of the effect Batman's villains have on Gotham's population, inspiring them to embrace their worst aspects.

Arnold Wesker/The Ventriloquist

A trademark that is often seen in many of Batman's villains is the considerable emotional turmoil they often find themselves in, which inspires their crimes and evil deeds. The Ventriloquist is the perfect example of this trope, a meek man who executes his crimes through a ventriloquist dummy named Scarface (who acts as a 1920s gangster).

The Ventriloquist is among Batman's most underrated villains. He is among the Caped Crusader's most complex and troubled figures; Batman often shows empathy toward him, sending him to Arkham rather than Blackgate Penitentiary -- although both options are equally bad, in all honesty.

Whisper A'Daire

Whisper A'Daire in DC Comics

Not only does Whisper A'Daire have one of the all-time best villain names, but she's also one of Batman's most original villains. An assassin with a snake-like appearance, Whisper is infamous in Gotham City's underworld. She has close ties with the League of Shadows and Intergang, although she only has loyalty to herself.

Whisper is among some of the Bat's most memorable villains; she shapeshifts and spits acid, making her a one-of-a-kind even among Gotham's freaks. She is not exclusive to Batman, but many of her most iconic conflicts happen in Gotham.

Cornelius Stirk

Cornelius Stirk roaring in anger while holding an axe in the comics

In the pantheon of disturbing Batman villains, no one is scarier than Cornelius Stirk. A cannibalistic supervillain with mind-altering and controlling abilities, Stirk is among the Bat's creepiest and most dangerous foes.

Stirk is as close to a real-life serial killer as a comic book character can get. Extremely unpredictable and dangerous, Stirk claims to dislike violence and conducts himself in a highly polite manner. He plays a minor role in most of his appearances but has the potential to become one of the Caped Crusader's all-time best villains if given a chance.

Calendar Man

Calendar Man being interviewed by Batman through his cell in The Long Halloween.

The Long Halloween ranks as one of the all-time best Batman comic book arcs, thanks to its thrilling detective storyline. Although the plot uses many well-known Batman villains, Calendar Man stands out, becoming one of the Bat's most distinguishable and unnerving foes.

Calendar Man is dangerous and highly disturbed: he enjoys toying with Batman, famously being one of the few enemies who could outsmart the World's Greatest Detective. His shtick might seem ridiculous, but Calendar Man is a truly dark character with a criminal career that would send chills down anyone's spine.

Lynx

It takes a person of considerable infamy to run a gang in Gotham City, and Lynx proves it. She leads the Golden Dragons, rising among the city's ranks during the No Man's Land period and allying herself with Batman when it suited her.

Although she often acts as an antihero more than an outright villain, Lynx is still a considerable threat to Gotham. A skilled warrior and clever manipulator, Lynx has all the qualities to excel as a Gotham City crime boss. She shares a love/hate relationship with Red Robin, similar to the cat-and-mouse romance between Batman and Catwoman.

Holiday

Like Calendar Man, the Holiday killer made a name for himself thanks to The Long Halloween. He is among the few villains that successfully fool Batman, evading the hero for a whole year and getting away with numerous murders.

Holiday's real identity is Alberto Falcone, son of Carmine "The Roman" Falcone. His role in the larger Batman universe is limited to The Long Halloween and its sequel, Dark Victory, but he still made a considerable impression. Holiday's reign of terror had Gotham terrified, to the point where some of Batman's most famous villains showed admiration for him.

Salvatore "The Boss" Maroni

Sal Maroni throws acid in Harvey Dent's face in DC comics.

Sal Maroni is the most infamous mob boss in Gotham after The Roman. He is best known for causing Harvey Dent's facial injuries during The Long Halloween, although he plays a crucial role in most Batman stories taking place in Gotham's underworld.

Unlike the Falcone family, the Maronis are less prominent and less respected. However, they are still major players in the city's criminal circles and occasional informants of Batman. Sal usually ranks below Carmine, but he is just as ruthless and capable as The Roman.

Black Mask

Few Batman villains are as vicious or unforgiving as Black Mask. Most versions portray him as a cruel and violent mobster who loves torturing his victims. Born Roman Sionis, he harbors a deep dislike for Gotham's high society and condemns the "masks" they wear to keep their social standing.

Black Mask is among Batman's most enduring villains. He might lack Joker and Two-Face's high profiles, but he remains a dangerous criminal and one of Gotham's main menaces. His vast wealth and clinical mind make him a perfect foe for Batman, who often struggles to bring him down.
