Warning: spoilers ahead for Non-Stop Spider-Man #1!

Marvel's evil organization Hydra has existed for decades, but now it's being torn to pieces as Baron Helmut Zemo wipes out the terrorist group in order to rebuild it in his image. In Non-Stop Spider-Man #1, Baron Zemo is shown taking over a Hydra meeting, by force. According to him, Hydra is about to change, and no-one is prepared for it.

Hydra, as most fans know, is a terrorist organization that was originally associated with the Nazis, and run by Red Skull in WWII. Later, it turned into a more generally fascist group with the same main goal in mind: world domination. The organization alludes to the legend of the Hydra, which grows multiple heads for each that is cut off, becoming more and more dangerous even as its enemies hack away at its current form. Baron Zemo is a villain who comes from a long line of evil aristocracy, including one of Hydra's founders. In the past, he has commanded Hydra, though he's also fulfilled a leadership role with the Masters of Evil and the Thunderbolts.

Now, Baron Zemo is leading Hydra in a new direction. Non-Stop Spider-Man #1, written by Joe Kelly with art by Chris Bachalo, shows that Hydra is in need of a true villain to change up what they have been doing - or rather, failing to do. During a meeting of a European splinter cell that plans to take over the French government, Baron Zemo begins a murder spree. Why? From Zemo's perspective, Hydra has become a shell of what it once was. The leaders no longer inspire the fear they once did. The organization has lost its edge and forgotten what it really stands for. This becomes increasingly obvious when Zemo asks the present members what their purpose is and nobody has the right answer - or even the same answer.

Zemo Kill Hydra

Hydra has definitely lost its way. Some members think that the organization is about Aryan supremacy, while others think it is about world domination "through economic and political infiltration." Yet another member believes it is about waiting for the return of Hive - a banished Inhuman who may have been the actual inspiration for the organization. These are all outdated missions or simply a single expression of what Baron Zemo claims is the real purpose of Hydra: eliminating the weak. In some regards, the members are right, but they are thinking small scale compared to what Zemo has in mind. He understands that Hydra needs to evolve, but only to better serve the aim which he believes defines it.

Baron Zemo scoffs at the concept of heads growing back, because it has become apparent that there are already too many heads. An organization is only as effective as its leadership and, at this point, Hydra has too many cooks in the kitchen, each working on a different dish. Zemo plans to return the organization to what it is at its root, and the French cell aren't even worthy to be cannon fodder. He eliminates the leader and all the members of this Hydra faction, before revealing New York as his next stop. Hydra has been a genuine threat to the world in the past, and Baron Zemo has proven time and again that once he sets his mind to a mission, there are few who can stand in his way. The Marvel Universe should watch out, because the most evil organization in its history is now under new management.
