In less than three weeks, Oliver and his friends will face the wrath of Richard Dragon when the villain arrives on Arrow. While the events on Lian Yu last season didn't lead to as many big changes as fans assumed in season 6, there are still plenty of residual effects. Oliver is now a single parent, raising a child he barely knows while also running Star City as Mayor. Diggle has become the Green Arrow, but also can't shoot straight without a mysterious new drug. Meanwhile, Thea's still in a coma, with no indication when she will be back on her feet. In this weakened state, Team Arrow is ripe for attack from a new breed of villains.

Arrow season 6 will soon introduce plenty of new rogues for Team Arrow to face, along with all the returning antagonists that have popped up on the show in the past. Between Black Siren and Anatoly, Oliver has plenty of enemies who know about both his public and private life. That's extra dangerous, considering that they're not the only players gunning for the team. Someone's been serving as Siren's benefactor, and they're about to step out of the shadows.

The CW has now released the synopsis for the November 16 episode of Arrow season 6, titled 'Promises Kept'. In it, Kirk Acevedo will finally emerge as criminal kingpin Richard Dragon. Read on for the synopsis in full:

OLIVER MAKES A BIG DECISION — As Slade (guest star Manu Bennett) continues to uncover clues about his son’s last few years, Oliver (Stephen Amell) makes a big decision. Meanwhile, the Green Arrow (David Ramsey) leads the team into battle against “The Dragon,” a villain who is stealing valuable tech in Star City.

In the comics, the original Richard Dragon was a heroic martial arts master. The New 52, however, introduced his student Ricardo Diaz, Jr., who killed his master and assumed his mantle. While some of that might not carry over to Arrow, Acevedo's take on The Dragon will see Team Arrow face off against a formidable fighter. It also looks like he'll be gathering up more tech to go along with the T-Sphere that Black Siren stole recently.

As episode six in the new season, 'Promises Kept' will also be the second part of the Deathstroke-focused two-parter that was teased earlier this year. That mission will see Slade looking for his son Joe, as the anti-hero receives some flashbacks of his own on the series. With the island storyline now wrapped up, Arrow looks to have finally moved beyond flashbacks to Oliver's past. That said, flashbacks for other characters remain fair game. For Slade, that should offer a fascinating look into the history of one of Arrow's strongest characters.
