It's a smart decision that makes the building interior a lot easier to see and navigate since the simple panels are not in the way. Additionally, the simple panels are taller than the tier, which allows them to cover some of the furniture inside the In and Out interior thus holds up the illusion that it's an actual building, making it one of the best designed real-life restaurants in Animal Crossing: New Horizons.
