It seems they were calling for a publicity stunt to get the fan base involved in promotion of the movie. They wanted pics of people dressed as the Joker in various locations, poses, and quantities. This is like the world's cheapest promo ad, creating curiosity among people and ownership among the fanbase. Also, once they publish these pictures, a feeling that "the Joker is everywhere." Or "Where is he going to turn up next?" I imagine that the best pics will earn people a t-shirt or screen saver or a chance to visit the set. Am I missing something or is everyone else? I think they're doing a great job of keeping people interested with new tidbits and the Joker is one of the big mysteries of the film.
