Captain America's deleted scene was just that, a deleted scene, by beicoming deleted it ceases to exist in the main stream Marvel Movie-verse.

Actually the idea that Iron Man 2 occurs than TIH is interesting as it means something will happen to Stark to make him more of a team player with SHIELD.

captain america's shield was just an easter egg that jon favreau put in there for fans. It doesn't tie into the main story line. TIH's ending happens just before the Avengers. The Captain America in Ice scene was a deleted opening scene so we can assume it doesnt tie into the story either.

ironman 2 can not be before the hulk. in ironman 1 there is the cameo of captains shield! and in the deleted scene in the hulk, captain america is still in the ice… so the time line has to be hulk. im. im2.

“Why would Iron Man 2 specifically take place before the Hulk film?”

From what I remember of RDJ's cameo in the Hulk film was just meeting with Gen. Ross in a bar. I could see this taking place after Stark goes in front of congress and Gen. Ross tried to persuade him into helping the government and also as part of his path towards alcoholism which they didn't touch on in the first film, but think they might start moving towards in the second. A little simplistic but feasible none the less.

Well, I think it takes before TIH because at the end of TIH when Tony talks to Ross he says he thinks “we” can help with his problem, meaning SHIELD. And as of the end of Ironman 1 he is not officially working with SHIELD.
