Imagine if Cuba all of a sudden developed a weapon that can blow up the entire United States in one blow and is not detectable when launched. If Cuba "promises" they have no ill harm and will not use it on us, should we just sit back and be complacent and say "alright, I guess everything is ok" and not try to find out more about that weapon? I guess if this was Star Trek The Next Generation that would be the accepted mindset, but in real life complacency kills...
